ADJOURNED REGULAR MEETING
March 16, 1987
• The adjourned -regular meeting of the West Covina City Council was called to order
by Mayor Shearer at 6:30 pm in the Management Resource Center, Room 315, City Hall.
Mayor Pro Tem Chappell led the Pledge of Allegiance.

CORTEZ PARK SPECIFIC.PLAN
Architect FrankSata presented several options for
Council's consideration regarding revisions to Cortez
Park including relocation of Fire Station No. 2 and
Frank Sata
enlargening the Senior Citizens Center.
One alternative was particularly favored over the others.
It provided for relocation of the fire station to the
west side of Citrus Avenue. Staff was encouraged to work
closely with Christ Lutheran Church, the adjacent property
owner interested in developing their vacant lot next to
the park.

REVIEW OF INTERNAL FINANCIAL
CONTROLS
Mr. Rod LeMond of the City's auditing firm of McGladrey,
Rod LeMond
Hendrickson and Pullen presented an overview of the
City's internal mechanisms assuring proper -accountability
of public funds and congratulated the City for its
excellence in financial management.
1987/88 BUDGET POLICY WORKSHOP
City Manager Fast presented"the staff report, noting
that the purpose of this portion of the workshop was to
Bob Fast gain any new Council directives for staff to implement
in preparing the upcoming budgets.
Mr. Fast briefly discussed the prediction budgets as
prepared by the City departments and reminded Council
that this would be the first time for preparing and
considering a two-year budget. The Councilmembers
voiced their approval of the process and continuation
of existing budgetary policies.
REVIEW OF SIDEWALK INSTALLATION POLICIES
• City Engineer Harry Thomas began the presentation with
a review of the ev6lution of sidewalk policies of the
Harry Thomas past twenty years. He concluded with the current status
and remaining sidewalk projects.
Mayor Shearer reiterated that the irrigation system repair
procedure shbuld'be incorporated into the sidewalk policy.

He also liked the idea of saving street trees by wrapping
the sidewalks around the trees.
Staff was directed to prepare a comprehensive sidewalk
policy.
ADJOURNMENT Motion by Chappell, seconded by Manners, and unanimously
carried to adjourn the meeting at 8:30 pm.
