ADJOURNED REGULAR MEETING
WEST COVINA CITY COUNCIL
January 19, 1987
The adjourned regular meeting of the West Covina City Council was called to order
by Mayor Shearer at 6:35 pm in the City Hall Management Resource Center, 1444`.W.
Garvey Avenue, West Covina. The Pledge of Allegiance was led by Councilmember
Manners.

POLICE DEPARTMENT PRESENTATION
Police Chief Craig Meacham commented that throughout
the State of California, law enforcement agencies have been
attempting to standardize uniforms for visibility and recog-

enforcement uniforms For instance, the Sheriffs wear beige uniforms, the Highway
Patrol wear beige and olive green, and municipalities wear
navy blue., With this in mind, a task force within the West
Covina Police Department worked out an appropriate navy
blue uniform and four police officers presented the uniforms
to the Council for comment. Funds for purchasing the new
uniforms would come from drug bust recovery bonuses.
Council commented favorablyon the new 16ok and
encouraged the Police Department to continue working on the
project.
CHAMBER OF COMMERCE MID -YEAR REPORT
West Covina Chamber of Commerce President Lewis Starble
presented.the Mid -Year Report of the Chamber of Commerce.
He also gave a brief overview of the Chamber's Program of
Work.
ECONOMIC DEVELOPMENT IMPLEMENTATION PROGRAM
Redevelopment Agency Manager Chet Yoshizaki presented
the City staff's implementation measures for the overall
Economic Development Program. The concept of an Economic
Development Corporation was introduced. Formal adoption
and implementation of said corporation will follow as specific
guidelines'as to its functions and operations are solidified.
Fred Burkhardt, Executive Director of the Chamber of
Commerce, finished the presentation with the Chamber's
progress. Both staffs were commended and encouraged to proceed.
ADJOURNMENT Motion by Manners, seconded by Tennant, and unanimously
carried to adjourn the meeting at 8:15 pm to Tuesday,
January 20, 1987, at 6:30 pm at Reuben's Restaurant, 2200
Garvey Avenue South.
