WEST COVINA CITY COUNCIL
A REGULAR MEETING
November 24, 1986
• The regular meeting of the West Covina City,Council was called to order by
Mayor Shearer at 7:30 pm in the City Hall Council Chamber, 1444 W. Garvey
Avenue, West Covina, California. The Pledge of Allegiance was led by Council -
member Bacon and the invocation was given by Rob Wilson of West Covina Church
of Christ.

Councilmember Bacon stated that the Minutes of October
13, 1986, accurately:.teflected his concerns as stated
regarding the termination of a commissioner. He did
request the portion regarding the appointments to the
Citizens Committee on Public Services and Facilities
be corrected to reflect no alternates being appointed.
Motion by Bacon -,'seconded by Shearer, and unanimously
carried to approve the Minutes of October 27, 1986, as
corrected, and the Minutes of November 10, 1986.
Mayor Shearer proclaimed the week of December 7, 1986 as
BILL OF RIGHTS WEEK and presented the proclamation to Mr.
Frank Baker of Coast Federal Savings.
Mayor Shearer presented a Certificate of Recognition to
Rev.: •Keith Hubbe_11-0-fFirst Baptist Church commemorating
its 35th anniversary within the community.
Mayor Shearer convened the Redevelopment Agency at 7:35 pm
to consider the comments made by Mr. Dan Eaton, an attorney
representing Big 5 and General Tire, regarding matters
within a:redevelopment project area.
Mr. John Charleston and Sheldon Golison also spoke in
connection with the'same particular redevelopment project.
The City Council meeting reconvened at 7:48 pm.
Katherine Castucci Mrs. Katherine Castucci, 430 Pima Avenue, addressed Item
No. B-7, Three Month Interium Report for Walnut Creek
Parkway Between Lark Ellen and Glendora Avenue contained
in the Traffic Committee Minutes. She urged continued
vigorous traffic enforcement.
Jack Stinson Mr. Jack Stinson, 320 S. Citrus, spoke regarding the Merced
Avenue sidewalk project and urged support for any project
including wheelchair assessibility,and hoped more attention
would be given to driveways.

the stop sign was not the real factor in reducing the

HEARING NEGATIVE DECLARATION OF ENVIRONMENTAL IMPACT FOR THE
ENLARGEMENT OF CITY'S WATER SERVICE CONNECTION (WP 87137-0
City Clerk Helene M. Mooney verified the affidavit of publi-
Staff report cation. Mayor Shearer opened the hearing and City Engineer
Harry Thomas presented the staff report.
Mayor Shearer asked for public comments in favor of the
matter. No one addressed the City Council. Mayor Shearer
Public Testimony: asked for public comments in opposition to the matter. No
none one addressed Council and Mayor Shearer .closed the public
portion of the hearing.
Councilmember Bacon felt-staff's recommendation was an
Council discussion appropriate action for the council and urged the certifica-
tion of the Negative Declaration of Environmental Impact.
Motion by Bacon, seconded by Chappell, and unanimously
carried to certify the Negative Declaration of Environmental
Impact for the enlargement of the City's water service
connection.
PUBLIC WORKS DIVISION 1)
SP 87165.- MERCED AVENUE SIDEWALK
Council reviewed staff's report.
Mayor Shearer explained the history of this item.
SP 87165 -
Councilmember Bacon requested clarification of the
Merced Avenue sidewalk
driveway concerns and staff's ability to accommodate
those concerns. City Engineer Harry Thomas responded.
Councilmember Bacon felt sidewalks in the area
were necessary for the safety of school children and
that the residence's concerns had been adequately
addressed.
Motion by Bacon, seconded by Manners to approve
the installation of sidewalk on Merced Avenue as part
of Project SP 87165, with. such additional mitigation
measures as can reasonably be installed. Motion carried
by roll call vote:

REDEVELOPMENT AGENCY MEETING Mayor Shearer recessed the City Council meeting at
8:29 pm to convene -the Redevelopment Agency meeting.
The meeting reconvened -at 8:39 pm at which time the
PARKING AUTHORITY MEETING Mayor called the Parking Authority meeting to order.
. The City Council meeting reconvened at 8:40 pm.
CITY MANAGER . 1) ANIMAL PATROL SERVICES AGREEMENT WITH THE CITY OF COVINA
Council reviewed staff's report.
Motion by Manners, seconded by Chappell, and
Animal Patrol services unanimously carried to approve continuation of an
agreement with the City of Covina for 1986/87 and
authorize the Mayor and City Clerk to execute the
agreement.
APPROVAL OF DEMANDS -`Motion by Chappell, seconded by Manners to approve Demands
totaling $1,768,103.49 as listed on Check Registers FI
084109 through 084499. Motion carried by roll call vote:

ORAL COMMUNICATIONS Jean Arneson, 1116 Donna Beth, remarked'further that:
Councilmember Bacon's comments regarding Nancy Adin were

Jack Stinson Jack Stinson, 320 S. Citrus, stated the bus stop rests
were very nice but couldn't accommodate a wheelchair.
Councilmember Bacon Councilmember Bacon stated that the Minutes are not.verbatim
and accurately reflect.the positions and attitudes of the
people speaking.
Mayor Shearer Mayor Shearer directed staff to investigate the design of
the bus stop rests to be sure there is adequate room for
wheelchair protection from rain.

COUNCILMEMBERS' REPORTS
Citizens' Committee
Mayor Shearer proclaimed CALIFORNIA FAMILY WEEK (November
23 through 29, 1986).
Mayor Shearer suggested a permaplaque Resolution of Com-
mendation be prepared for retiring Norm Stevens. Motion
by Shearer, seconded by Chappell, and unanimously carried.
In reference to the citizens' committee, Councilmember
Bacon felt it was a good idea to make two alternate appoint-
ments. Motion by Bacon, seconded by Manners to designate
alternates to the Citizens' Committee .on Public Services
and Facilities. Motion .failed by the following vote:
AYES: Bacon, Manners
NOES: Tennant, Chappell, Shearer
Mayor Pro Tem Chappell requested the meeting.be adjourned
in memory of Larry Seibert, who recently passed away.
Mayor Shearer added Ethel Sheffer to the request, as she
passed away several weeks ago. Staff was directed to send
a letter to the next of king in recognition of Council's
action.
ADJOURNMENT Motion by Chappell, seconded by Tennant, and unanimously
carried to adjourn the meeting at 8:0 pm in memory of
Larry Seibert and E el Sheffer.
