Councilmember Bacon suggested the area be monitored from time to time. i COMMUNITY SERVICES DIVISION BUILDING AND SAFETY DEPARTMENT . 1) CONSTRUCTION OF NEW RESTROOM FACILITIES AT FRIENDSHIP PARK Council reviewed staff's report. Friendship Park - Motion by Bacon, seconded by Chappell, and unani- new restroom facility mously carried to approve the plans and specifications and authorize the construction of the new restroom facilities at Friendship Park. OPERATIONAL SERVICES DIVISION No items scheduled for this meeting. PUBLIC SFAETY DIVISION POLICE DEPARTMENT 1) CAL -ID FINGERPRINT SYSTEM CONTRACT Council reviewed staff's report. CAL -ID Fingerprint System Motion by Chappell, seconded by Bacon, and unani- Contract with County of L:A. mously carried to authorize the Mayor and City Clerk to execute the contract with the County of Los Angeles to allow the Police Department to parti.ci- pate in the CAL -ID Fingerprint System. CITY ATTORNEY No items scheduled for this meeting. REDEVELOPMENT AGENCY MEETING Mayor Shearer recessed the City Council meeting at 7:40 pm to conduct the. Redevelopment Agency meeting. Council reconvened at 7:51 pm. PARKING AUTHORITY MEETING Mayor Shearer recessed the City Council meeting•at 7:51 pm to conduct the Parking Authority meeting. Council reconvend at 7:52 pm. CITY MANAGER WEST COVINA DISPOSAL COMPANY - LIABILITY INSURANCE Council reviewed staff's report. The following comments were offered by Council: • Councilmember Bacon - due to possible multi -vehicle Liability Insurance - accidents that could occur, the insurance rates should West Covina Disposal not be reduced.- • . Councilmember Tennant - felt the rates should be as low as possible for as long as possible. Mayor Pro Tem Chappell - keep the insurance requirement at $2 million and perhaps raise it in the future. - 5 - CITY COUNCIL MINUTES November 10, 1986 Page Six Councilmember Manners - not comfortable asking the citizens to absorb an increase in trash pickup fees, and suggests West Covina Disposal will have to wait until-. next year to approach Council. Mayor Shearer - suggested staff be more alert to upcoming changes so that all aspects of a concern can be addressed at one time. He felt the insurance liability amount should remain at $2 million and West Covina Disposa can approach Council in July. Motion by Shearer, seconded by Manners to deny the request. The motion carried with Tennant voting no. APPROVAL OF DEMANDS Motion by Chappell, seconded by Manners to approve T Demands totaling $1,438,923.24 as listed on Check Registers FI 083816 through 84107. Motion carried by roll call vote,: AYES: Tennant, Bacon, Manners, Chappell, Shearer NOES: None ORAL COMMUNICATIONS No comments offered by the audience. MAYOR'S REPORTSMayor Shearer proclaimed the month of November, 1986, _ as HOSPICE MONTH. Mayor Shearer,suggested Council keep in mind nominees for Older Americans Recognition Day. COUNCILMEMBERS' REPORTS Councilmember Tennant noted he would be attending a ^ ^ hearing.in Irwindale.on Thursday before the California • Energy Commission. I't.should finally put to rest the Tennant matter of the proposed trash burner in Irwindale. Councilmember Bacon referred to a proposed sidewalk matter that was before the Council on October 27, 1986.. Bacon The -vote. -taken at that time was two to two, and since Sidewalk on Merced he was absent from that meeting -wished to call it back Avenue - SP 87165 to council for reconsideration. Motion by Bacon, seconded by Manners to place the item again on an upcoming Agenda,. Motion carried by the following vote: AYES: Bacon, Manners, Shearer NOES: Tennant, Chappell Manners Councilmember Manners reminded Council of the vacant position on the Transition/Waste Management Commission. Staff --'was directed to retrieve old applications of those individuals interested in serving on that com- mission.
