AND THE
RECREATION AND PARKS COMMISSION
October 6, 1986
The adjourned regular meeting of the West Covina City Council and Recreation and
Parks Commission was called to order by Mayor Shearer at 6:40 PM at the Reuben's
Restaurant at.2,20.0 East Garvey South, West Covina, California.
POLL CALL OF CITY COUNCIL
Present: Mayor Shearer, Mayor Pro Tem. Chappell, Councilmember
Manners
Absent: Councilmembers Bacon, Tennant
ROLL CALL OF RECREATION AND PARKS COMMISSION
Present: Chairman Williams,, Vice Chairman Burrell, Commissioners
Dal Cerro, Fischbeck
Absent: Commissioner Riggins
Others Present: Fast, Miller, Stevens, Wylie, Valenzuela, Berry
ANNOUNCEMENTS Mayor Shearer noted that Commissioner Burrell was
moving outside the boundary of West Covina and unfortunately
would be resigning from the Recreation and Parks Commission
in the near future.
Mayor Shearer also noted that Recreation Services
Director Norm Stevens would be retiring from the City on
December 30, 1986.
SP 87170 - APPROVE PLANS AND SPECIFICATIONS - CITYWIDE STREET MAINTENANCE AND
REHABILITATION
Council reviewed Engineer's Report.
Motion by Chappell, seconded by Manners, and unani-
SP 87170 - mously carried to a) establish City Froject SP 87170, b)
Plans & specs approved transfer $250,000'from SP 87143 (127-320-3755-7200) to
SP 87170 (127-320-3790-7200), and c) approve plans and
specifications for'City Project SP 87170 and authorize
the City Engineer to call for bids.
On another matter, Mayor Shearer received a letter
from Supervisor Pete Schabarum seeking support of Propo-
Proposition J - sition J on the November ballot regarding the jail bond
Jail bond issue issue. After discussing the proposition, motion by
Chappell, seconded by Manners, and unanimously carried
to support Proposition J and to relay that support to
Supervisor Schabarum.
Recess The meeting was recessed at 6:50 PM for dinner. The
meeting reconvened at 7:35 PM.

OPEN SPACE TASK FORCE STATUS
Recreation Services Superintendent Jesse Valenzuela
presented the status of the in-house study regarding
currently available open space, potential for lossing
it to development, and future needs - as they relate
to recreational demands of the community. He noted the
goal was to establish long range goals to serve as a
guide as applied to the General Plan of the City.
It was noted that the final .report would be submitted
to the Recreation and Parks Commission first and then to
the City Council.
BLUE RIBBON COMMITTEE ON
PUBLIC FACILITIES
Community Services Director Mike Miller presented the
status on the Citizens' Committee on Public Services and
Facilities. He explained the role of the Recreation and
Parks Commission in relation to the Capital Improvement
Program projects as they relate to parks.
OTHER MATTERS
Recreation and Parks Commission Chairman Williams
stated there were two items requiring the Commission's
attention.
The First Baptist Church requested the Commission's
approval to use the Senior Citizens' Center for their
First Baptist Church
35th anniversary. Motion by Fischbeck, seconded by
Dal Cerro to sanction the First Baptist Church. Motion
carried with Williams abstaining.
Chairman Williams received a letter from Sally Graves
BKK Landfill transition
concerning future recreational plans for the BKK Landfill.

Mayor Shearer reminded the Commission to study the com-
munity's entire recreational needs, incorporating the
open space report mentioned earlier, before making
recommendations to the City Council.
Community Services Director Miller offered to send a
status of the BKK Landfill transition plans to the
commissioners.
Mayor Shearer stated that an envirr,nmental hearing
Sally Tanner hearing will be held on October 16, 1986, by Sally Tanner and
the City has been invited to participate. The matter
was referred to staff and if appropriate send a repre-
sentative.
Mayor Pro Tem Chappell suggested the Recreation and
Summer concert series Parks Commission work with the Chamber of Commerce on the
summer concert series in future years.
ADJOURNMENT_ OF THE CITY COUNCIL
Motion by Manners, seconded by Chappell, and unani-
mously carried to adjourn the meeting at 8:15 PM to
6:30 PM on October 8, 1986, at the Management Resource
Center, City Hall.

Motion by Dal Cerro, seconded by Fischbeck, and unani-
mously carried to adjourn the meeting at 8:15 PM.
