ADJOURNED REGULAR MEETING
OF THE WEST COVINA CITY COUNCIL
June 2, 1986
The adjourned regular meeting of the City Council was called to order by
Mayor Shearer at 3:05 PM in the Management Resource Center, Room 315 at
City Hall, 1444 W. Garvey Avenue, West Covina, California.

Manners, Tennant, Bacon
Others Present: Fast, Eliot, Miller, Thomas, Meacham, Mooney, Koniarsky,
Wylie, Londo, Yoshino, Irwin, Clark, Blais, Sicurenzo
CHAMBER OF COMMERCE REPORT ON 1985/86 BUSINESS IMPROVEMENT ACTIVITIES AND 1986/.87
PROGRAM OF WORK AND BUDGET
Present: Tambe, Wong, Brarman, Bregman, Burkhardt, Hawley, Powell
President-elect'Tambe addressed the accomplishments of
the Chamber of Commerce for the last year. He specifically
noted that office vacancies have dropped from 48% to 23%
in West Covina. The proposed $300,000 budget for fiscal
year 86/87 was outlined.
Council discussed cultural events, Mt. Sac Fireworks
Show, and other activities presented by the Chamber of
Commerce.
Recess The Chamber of Commerce adjourned their portion of the
meeting at 3:50 PM. Mayor. Shearer called a recess at
the same time. Council reconvened at 4:00 PM.

West Covina Jaycees -
Fireworks Show
Upon conclusion of City Manager Fast's introductory
statements emphasizing goals and objectives, Division
Managers 'Meacham and Thomas discussed their individual
divisions' proposed budgets.
Mayor Shearer recessed the City Council meeting for the
dinner break at 6:00 PM. Council reconvened at 6:35 PM.
and continued with Division Manager presentations.
Councilmember Tennant left the meeting at 7:20 PM.
The Capital Improvement Program. was presented by
by City Engineer Thomas. Council commented'on the
various projects.
Councilmember Bacon requested staff to look into the
cost and feasibility of emergency lights on al1-.-patrol:,,
cars.
City Manager Fast requested Council to ratify his action
of providing $3000 to the West Covina Jaycees from the
promotional budget to assist them in producing the
Fireworks Show at Mt. Sac. Motion by Bacon, seconded by
Chappell to approve the City Manager's request. Motion
carried by roll call vote:
AYES: Bacon, Manners, Chappell, Shearer

• Irwin Jones Motion by Bacon, seconded by Chappell, and unanimously
carried to permaplaque a Resolution of Commendation for
Irwin Jones, who will soon be retiring from the Covina
• VAlley Unified School District.
D.R.C. DDA City Manager Fast stated that the Development Research
'Corporation project (old Imperial Savings site) is now
ready to proceed with a Disposition and Development
Agreement. The hearing has been scheduled for the regular
meeting of.June 9, 1986, and Mr. Fast.submitted documents
to the Council for review in preparation for that
hearing.
ADJOURNMENT Motion by Chappell, seconded by Bacon, and unanimously
carried to adjourn the meeting at 9:00 PM to Wednesday,
June 4, 1986, at 5:00 PM in the Management Resource
Center, Room 315.
