REGULAR MEETING
WEST COVINA CITY COUNCIL
May 12, 1986
• The regular meeting of the West Covina City Council was called to order by
Mayor Shearer at 7:35 PM in the City Hall Council Chambers, 1444 W. Garvey
Avenue, West Covina, California. The Pledge of Allegiance was led by Council -
member Bacon and the invocation was given by Father Thomas Ayotte, St. Anthony's
Church.

INTRODUCTION Fire Chief McClelland introduced Father Thomas Ayotte
of St.,Anthony's Church who is serving as the Fire
Department's chaplain.
PRESENTATIONS Mayor Shearer accepted in behalf of the Finance De-
partment the G.F.O.A. Budget Award and Financial
G.F.O.A. Award Statement Award presented.by Barbara Henderson, member
of the Executive Board of Government Finance Officers
Assocation.
Day of the Teacher Mayor Shearer proclaimed May 14, 1986, as DAY OF THE
TEACHER and presented the proclamation to Betty Joyce
and Peter Guyer, President and Vice President of the
Teacher's Association.
Mayor Shearer proclaimed the month of May as AMERICAN
American Business Women's BUSINESS WOMEN'S ASSOCIATION EDUCATION MONTH and pre-
Assocation Education sented the proclamation to Rose Smith, President of
Month the American Business Women's Association, San Gabriel
Valley Chapter.
APPROVAL OF MINUTES Motion by Chappell, seconded by Manners, and unanimously
carried to approve the Minutes of the regular meeting
.held April 28, 1986.

Claims for Action (deny and Notify claimant)
On March 28, 1986, an application to file a late claim
amounting.to $19,569.73 was received by the City Clerk's
Office from General Telephone Company.
On April 15, 1986, a claim for personal injuries
amounting to $465:35 was received by the City Clerk's
Office from Julio Cesar Enrique.
On April 16, 1986, a claim for personal injuries
amounting to was -received by the City -Clerk's
Office from Albert Joseph Swartz.
On April 23, 1986, an application to file a late claim
amounting to $1,769.00 was received by the,City Clerk's
Office from Florence Adams.
On April 25, 1986, a claim for personal damages
amounting to $lm was received by the City Clerk's Office
from Arnulfo Soriano.

• of Valinda in the amount of $17,585.00 as submitted
at the bid opening of May 5, 1986, and authorize
the Mayor and City Clerk to execute a'contract.
3) WP 86117 - Increase Size of Water Supply Con-
nection at Metropolitan Water District Source
WP 86117 - Council reviewed staff's report. Recommendation
CALIAGUA, INC. is to accept the bid of Caliagua, Inc. of Anaheim
in the amount of $57,285 and authorize the Mayor
and City Clerk to execute an agreement for the
work to be done.

and City Clerk to.execute a contract with Robert
Hinderliter and Associates for the development
of a sales tax data base and b) approve a sup-
plemental appropriation from contingency reserves

lication. Motion by Bacon, seconded by Chappell, and

Mayor Shearer opened the hearing and City Engineer
Thomas presented.the staff report.
No protests
City Clerk Mooney stated that no written protests
or objections had.been received. Mayor Shearer asked
for oral objections or protests. Hearing none, Mayor
Shearer entertained a motion to close the public portion
of the hearing. Motion by Bacon, seconded.by Chappell,
and unanimously carried to close the protest hearing.

with Emett & Chandler execute an amendment to our Service Agreement
• with Emett & Chandler Self_Insurance Services,
Inc., which establishes a fee of $12,000 per
annum.
3) LEGISLATION
Council reviewed staff's report.
Legislation Motion by Chappell, seconded by Bacon, and
unanimously carried to oppose AB 3314 and authorize
the Mayor to communicate this position to the
appropriate individuals.
APPROVAL OF DEMANDS
Motion by Chappell, seconded by Manners to approve
Demands totaling $1,359,412.94 as listed on Check
Registers FI 79279 through 79583. Motion carried by
roll call vote:

ORAL COMMUNICATIONS Steve Herfert., 1124 Donna Beth, commented on the Adult
Softball Program offered through the City and Mt. Sac,
noting the problems his team has .been experiencing.
Steve Herfert Mayor Shearer referred the matter to staff for
a report.on the problems and suggestions for improving
the program.
MAYOR'S REPORTS Mayor Shearer proclaimed the week of May 18-through
May 24, 1986 as CALIFORNIA TRAFFIC SAFETY WEEK.
Mayor Shearer commented on Fire Service Day and
the fine demonstrations given by the Fire Department.
COUNCILMEMBERS' REPORTS Based on concerns raised by Councilmember Bacon regarding
procedures for appointing and reappointing commissioners,
Bacon discussion commenced clarifying:-.the.steps.
Manners Councilmember Manners suggested a resolution of com-
mendation be prepared for Peter Stewart, retiring
Executive Director of the Red Cross.
• . Motion by ?fanners, seconded by Chappell, and
unanimously carried to authorize the commendation.
Councilmember Manners reminded Council to send in their
reservations as soon as possible for the ICRMA conference.
• Chappell Mayor Pro Tem Chappell announced the new treasurer -elect
of the League of California Cities is Al Perez of South
El Monte.
Mayor Pro Tem Chappell reported on the.first annual
Human Resources Recognition Dinner as being very
successful and worthwhile and there was nothing in
the papers about the noteworthy event.
