04-15-1986 - Regular Meeting - MinutesM I N U T E S ADJOUP.NED REGULAR MEETING OF THE WEST COVINA CITY COUNCIL • April 15, 1986 The adjourned regular meeting of the West Covina City Council was called to order by Mayor Tennant at 7.:30 PM in the City Hall Council Chambers, 1444 W. Garvey Avenue, West Covina. The Pledge of Allegiance was led by Mayor Tennant. ROLL CALL Mayor Tennant, Mayor Pro Tem Shearer, Councilmembers Chappell, Manners, Bacon Others Present: Mooney, Fast, Thomas, Miller, Wylie, Meacham, Penfield, Eliot, Berry ADOPTION OF RESOLUTION - CERTIFICATE OF CANVASS OF THE GENERAL MUNICIPAL ELECTION HELD ON APRIL 8, 1986 Council reviewed staff's report. City Manager Fast presented: Resolution 7170 - RESOLUTION NO. 7170 - A RESOLUTION OF THE CITY COUNCIL Reciting election OF THE CITY OF WEST COVINA, CALIFORNIA, RECITING THE FACTS results OF THE GENERAL MUNICIPAL ELECTION HELD IN SAID CITY ON APRIL 8, 1986, DECLARING THE RESULTS AND OTHER SUCH MATTERS AS PROVIDED BY LAW Motion by Chappell, seconded by Bacon, and unanimously carried to waive further reading of the resolution and to adopt. OATH OF OFFICE FOR REELECTED CITY COUNCILMEMBERS City Clerk Mooney administered the Oath of Office to reelected councilmembers Chester E. Shearer and Robert L. Bacon. Upon'�s pning;the -:_ . oaths, City Clerk Mooney presented a Certificate of Election to each man. REORGANIZATION OF THE CITY COUNCIL Election of Mayor - City Clerk Mooney conducted the election of Mayor. Mayor Chester Shearer Councilmember Chappell nominated Mayor Pro Tem Shearer for the position of Mayor. There being no further nomi- nations for the position, nominations were closed. Motion by Chappell, seconded by Bacon, and unani- mously carried to elect Chester Shearer,as Mayor. • Election of Mavor Pro Tem Mayor Shearer conducted the election of Mayor. Pro Tem. Councilmember Tennant nominated Councilmember Chappell for • Mayor Pro Tem Chappell the position of Mayor Pro Tem. There being no further nominations for the position, nominations were closed. Motion by Tennant, seconded by Bacon, and unanimously carried to elect Kenneth Chappell as Mayor Pro Tem. District. tomary to appoint the Mayor Pro Tem. Motion by Shearer, seconded by Bacon, to designate newly elected Mayor Pro Tem Chappell as the alternate. COUNCIL COMMENTS The newly reelected councilmembers were congratulated on their campaigns and reelection, who in turn expressed their appreciation to their supporters.. Mayor Shearer expressed his goals for the future including further progress with redevelopment, transitioning out the BKK Landfill problem, continued progress towards maintaining [lest Covina so that it remains a good community to live in, and to provide the best leadership for the City.
