REGULAR MEETING
THE WEST COVINA CITY COUNCIL
April 14, 1986

The regular meeting of the West Covina City Council was called to order by Mayor
• Tennant at 7:30 PM in the City Hall Council Chambers; 1444 W. Garvey Avenue, West
Covina. The Pledge of Allegiance was led by Councilmember Manners and the invocation
was given by Councilmember Chappell.

APPROVAL OF MINUTES Motion by Manners, seconded by Chappell, and unanimously
carried to approve the Minutes for the regular meeting
held March 24, 1986.
PRESENTATION Mayor Tennant proclaimed the.week of April 20 through
April 26, 1986 as CALIFORNIA JUNIORS WEEK and presented
a proclamation to Sandra Dickey, representative of the
West Covina Junior Womens Club.
AGENDA COMMUNICATIONS Ronald Ballard opposed the adoption of the residential
construction moratorium in the vicinity of the landfill.
Ronald Ballard As the representative for Louis Brutocao, one of the
affected landowners, he submitted a letter stating his
points in opposition..
George McCormick, representative'of West Covina Auto Parts,
George McCormich
asked why the Redevelopment Agency agenda was not addressing
a'Relocation Appeals -Board issue.
Assistant Executive Director of the Redevelopment
Agency Leonard Eliot noted that the matter was being
held over to obtain a complete record for the Council.

The 5th grade teacher at Willowood School, Betty
Joyce, introduced her class; who were observing the
Council meeting.

letter from the City of Duarte regarding a toxic waste
incinerator proposal by Omega Chemical Company. -
On April 4, 1986, the City Manager's Office received a
letter of resignation from Anita R. Nadel resigning from
the Transition/Waste Management Commission.

COMMUNITY SERVICES DIVISION
• HUMAN RESOURCES DEPARTMENT
1) DIAL -A -RIDE SERVICE
In addition to reviewing the staff report, further
• clarifications were offered by Human Resources Director
Gus Salazar in response to Council's questions.
Motion by Manners, seconded by Shearer, and unani-

Community Transit Services bined West Covina/La Puente Dial -A -Ride service due to
the uneconomical aspects of this service, b) execute
an agreement with.Community Transit Services in the
amount of $176,387 for the operation of the West Covina
Dial -A -Ride service from July 1, 1986 to June.30, 1987,
and c) authorize staff to submit a project description
to the Los Angeles County Transportation Commission.

Initiated by the City of West Covina
Mayor Tennant announced the first matter set for
hearing regarded a City -initiated amendment to the
Amendment No..206
Municipal Code relating to live entertainment in con-
junction with commercial uses.
City Clerk Mooney verified the affidavit of publi-
cation. Mayor Tennant opened the hearing and the
staff presentation was given by Planning Director Paul
Curtis.

Mayor Tennant announced the next hearing concerned
the City's 1986/87 Community Development Block Grant
Program.

be submitted to the Recreation & Parks Commission for
consideration.

mously carried to approve in concept the City of West'
Covina joining ICRMA in a joint risk pooling insurance
arrangement.
2) LEGISLATION
Council reviewed staff's report.
Motion by Bacon, seconded by Manners, and unanimously
Legislation carried to support S 2166, oppose AB 4181, AB 4335,
AB 4277, AB 3820 and SB 1968, and authorize the Mayor
to communicate these positions to the appropriate
individuals.
3) PROGRESS REPORT: ATRIUM PROJECT - WATT INVESTMENT
PROPERTIES
Council reviewed staff's report.
Progress report re Atrium Motion by Shearer, seconded by Chappell, and unani-
mously carried to receive and file the status report.
4) SCAG POLICY COMMITTEE
Oral report presented by the City Manager.
SCAG Policy Committee Councilmembers Manners and Bacon volunteered for
representatives appointment to the Energy and Environment,.:.. Committee
of SCAG. Mayor Tennant confirmed both appointments.

COUNCILMEMBERS' REPORTS Councilmember Chappell noted the League of California Cities
Executive Board would be meeting upcoming weekend, particularl}
Chappell to discuss Proposition 51.re the deep pocket issue.
Councilmember Chappell noted that the 2nd VP of the L.A.
Chappell Division of the League of California Cities is vacant, as
is the 2nd VP of the State League Board of Directors.

Bacon Councilmember Bacon proposed a Resolution of Commendation
for the West Covina Council -PTA_'.' commemorating their
30th anniversary:
Motion by Bacon, seconded by Chappell,, and unanimously
carried to approve the proposed Resolution of Commendation.
Manners Councilmember Manners noted that Police Chief Craig Meacham
would be the guest speaker at the May-15th ICA general
membership meeting.
Closed Session City Attorney noted the closed session was no: longer
necessary due to the residential construction moratorium
