04-14-1986 - Regular Meeting - MinutesM I N U T E S REGULAR MEETING THE WEST COVINA CITY COUNCIL April 14, 1986 • The regular meeting of the West Covina City Council was called to order by Mayor • Tennant at 7:30 PM in the City Hall Council Chambers; 1444 W. Garvey Avenue, West Covina. The Pledge of Allegiance was led by Councilmember Manners and the invocation was given by Councilmember Chappell. PRESENTATION Mayor Tennant proclaimed the.week of April 20 through April 26, 1986 as CALIFORNIA JUNIORS WEEK and presented a proclamation to Sandra Dickey, representative of the West Covina Junior Womens Club. AGENDA COMMUNICATIONS Ronald Ballard opposed the adoption of the residential construction moratorium in the vicinity of the landfill. Ronald Ballard As the representative for Louis Brutocao, one of the affected landowners, he submitted a letter stating his points in opposition.. George McCormick, representative'of West Covina Auto Parts, George McCormich asked why the Redevelopment Agency agenda was not addressing a'Relocation Appeals -Board issue. Assistant Executive Director of the Redevelopment Agency Leonard Eliot noted that the matter was being held over to obtain a complete record for the Council. Mr..McCormich req_uested_a copy of the completed . transcript. .Betty Joyce The 5th grade teacher at Willowood School, Betty Joyce, introduced her class; who were observing the Council meeting. CONSENT CALENDAR Written Communications (receive & file) • On March 21, 1986, the City Manager's Office received a letter from the City of Duarte regarding a toxic waste incinerator proposal by Omega Chemical Company. - On April 4, 1986, the City Manager's Office received a letter of resignation from Anita R. Nadel resigning from the Transition/Waste Management Commission. HEARINGS 1) AMENDMENT NO. 206 • CATEGORICAL EXEMPTION Initiated by the City of West Covina Mayor Tennant announced the first matter set for hearing regarded a City -initiated amendment to the Amendment No..206 Municipal Code relating to live entertainment in con- junction with commercial uses. City Clerk Mooney verified the affidavit of publi- cation. Mayor Tennant opened the hearing and the staff presentation was given by Planning Director Paul Curtis. Public Testimony Mayor Tennant opened the Dublic portion of the In Favor: hearing, asking for testimony favoring the amendment.. Motion by Shearer, seconded by Chappell, and unanimously carried to introduce the ordinance. 2) 1986/87 COMMUNITY DEVELOPMENT PROGRAM Mayor Tennant announced the next hearing concerned the City's 1986/87 Community Development Block Grant Program. 1986/87 Community City Clerk Mooney verified the affidavit of Development Program publication. Mayor Tennant opened the hearing and Human Resources Director Gus Salazar presented the staff report. Mayor Pro Tem Shearer noted that there was no guarantee that ongoing programs will continue when funds decline. SCAG Policy Committee Councilmembers Manners and Bacon volunteered for representatives appointment to the Energy and Environment,.:.. Committee of SCAG. Mayor Tennant confirmed both appointments. COUNCILMEMBERS' REPORTS Councilmember Chappell noted the League of California Cities Executive Board would be meeting upcoming weekend, particularl} Chappell to discuss Proposition 51.re the deep pocket issue. Councilmember Chappell noted that the 2nd VP of the L.A. Manners Councilmember Manners noted that Police Chief Craig Meacham would be the guest speaker at the May-15th ICA general membership meeting.
