REGULAR MEETING OF THE CITY COUNCIL
WEST COVINA, CALIFORNIA
March 24, 1986
• The regular meeting of the West Covina City Council was called to order at 7:30 PM
by Mayor Tennant in the City Hall Council Chambers, 1444 W. Garvey Avenue, West
Covina, California. The Pledge of Allegiance was led by Mayor Tennant and the
invocation was given by Syd Friedstad of Faith Chapel of West Covina.

APPROVAL OF MINUTES Motion by Shearer, seconded by Bacon, and unanimously
carried to approve the Minutes of March 10,, 1986.
PRESENTATIONS
Mayor Tennant presented the NATIONAL LIBRARY WEEK
proclamation to Mary Miller, Librarian of the West
National Library Week
Covina Branch County Library, proclaiming April 6
through April 12 as National Library.Week.
Mayor Tennant presented three proclamations to Jack
Optimist Club of West Covina
Lester of the Optimist Club:

Mayor Tennant proclaimed the week of April. 13 through
April 19, 1986, as BUILDING AND SAFETY WEEK and Pre-
sented the proclamation to Mike Miller,:the City's
Community Services Director.

Artistic Landscape Recommendation of staff report: -a) transfer $7,000

opening of March 18, and authorize the Mayor and
City Clerk to execute appropriate agreement.

Staff recommendation is to award Bid No. 86-34 to Urban
Accessories in the amount of $32,301.45.
Aerial Tower - Maintenance Department Bid No. 86-35
Staff recommendation is to award Bid No. 86-35 for a
mid -range aerial tower to G.M.C. Truck & Coach in the
amount of $29,811.48, including tax.
Mayor'Pro Tem Shearer requested Award of Bid SP 85127 be
removed for separate comments.
CONSENT CALENDAR MOTION Motion by Chappell, seconded by Manners to approve all
items listed on the Consent Calendar, except the item
mentioned above. Motion carried by roll call vote:
AYES: Bacon, Manners, Chappell, Shearer, Tennant
NOES: None
Shearer Mayor Pro Tem Shearer. suggested that median irrigation
overflow be examined and best solution installed to
address the overflow. . With that comment, he moved
approval of the bid award.. The motion was seconded
by Chappell, and unanimously carried.

Motion by Chappell, seconded by Shearer, and
unanimously.carried,to waive further reading of the
ordinance. Motion by Chappell, seconded by Shearer,
and unanimously carried to introduce the ordinance'.

RESOLUTION N0. 7163 - A RESOLUTION OF THE CITY
COUNCIL OF THE CITY OF WEST COVINA, CALIFORNIA,
ADOPTING THE STREET TREE IMPLEMENTING POLICY IN
CONJUNCTION WITH CHAPTER 24, ARTICLE II "STREET
TREE ORDINANCE" OF THE WEST COVINA MUNICIPAL CODE
Motion by Chappell, seconded by Bacon, and
unanimously carried to waive further reading of the
resolution and to adopt.
2) L.U.S.T. PROGRAM - AUTHORIZATION FOR REQUESTS FOR
PROPOSALS
Council reviewed staff's report.
Motion by Manners, seconded by Bacon,.and unani-
mously carried to authorize the Maintenance Depart-.
mant to prepare a request for proposal for a con-
sultant todesign a monitoring system for all under-
ground storage tanks.

1) PURCHASE OF PUBLIC SAFETY VEHICLES
Council reviewed staff's report.
Motion by Chappell, seconded by Bacon, and
unanimously carried to a) rescind authorization
Twelve public safety vehicles to purchase twelve 1986 Chevrolet police patrol
Grand Chevrolet vehicles utilizing the County of Los Angeles' bid
award to Sopp Chevrolet in the amount of
$146,126.52,• including tax and fees, and b) ratify
the purchase of twelve 1986 Chevrolet police patrol
vehicles utilizing the City of Los Angeles' bid award
to Grand Chevrolet of Glendora, in the amount of
$138,661,59, including tax and fees.

REDEVELOPMENT AGENCY Mayor Tennant called a recess at 7:50 PM in order to
convene the Redevelopment Agency meeting. The City
Council was reconvened at 7:59 PM.

Mt. San Antonio Community College
Motion by Chappell, seconded by Bacon, and unanimousl,
carried to authorize staff to prepare a Resolution of
Commendation for Mt. Sac celebrating 40 years of. serving
the community.
Motion by Chappell, seconded by Bacon, and unanimously
carried to recognize the Boy Scouts formally.
COUNCILMEMBERS•' REPORTS
Councilmember Bacon noted the League of Women Voters

have scheduled.a meeting on April 7 at Mercury Savings
Bacon
.for representatives of the utilities to answer questions
regarding Edison's proposed rate increase.
Councilmember Chappell reported on the NLC Environmental
Chappell
Committee meeting in.Washington regarding revenue
sharing and bonds.
Mayor Pro Tem Shearer expressed concern over absentee
ballot information. Motion by Shearer, seconded by
Shearer
Tennant, and unanimously carried to recommend that the
City Clerk review the process and send follow-up
instructions to appropriate absentee voters.
Closed Session
The City Attorney recommended that the City Council
recess to closed session pursuant to Government Code
Section 549,56.9(a) to confer with its City Attorney
regarding pending litigation which has been initiated
formally and to which the City is a party. The title
of the litigation is the People of the State of -California
by re1ation-to'.the'City of West Covina vs. B.K.K. Cor-

Council reconvened at 8:25 PM.
City logo Council discussed proposed logos. for the City of West
Covina and upon motion by Chappell, seconded by Tennant,
and unanimously carried, one sample was approved for
use with the addition of the incorporation date of the
City to be included on the top portion next .to the logo.
City of Covina Motion by Shearer, seconded by Bacon, and unani-
mously carried to direct staff to prepare an appropriate
Resolution of Recognition including:framing commemorating
• the:"City of Covina's'100-wears; of township.
'ADJOURNMENT Motion by Chappell, seconded by Manners, and unanimously
carried to adjourn the meeting at 8:37 PM.
