02-17-1986 - Regular Meeting - Minutes• C7 • • M I N U T E S ADJOURNED REGULAR MEETING WEST COVINA CITY COUNCIL February 17, 1986 The adjourned regular meeting of the West Covina City Council was called to order at 6:35 PM by Mayor Tennant in the Management Resource Center, Room 315, City Hall, 1444 W. Garvey Avenue, West Covina, California. The Pledge of Allegiance was led by Mayor Tennant. ROLL CALL Mayor Tennant, Mayor Pro Tem Shearer, Councilmembers Chappell, Manners, Bacon Others Present: Fast, Eliot, Thomas, Penfield,'Wyle., Yoshino, Fry, Berry, Personnel Commissioners.Haisman and Rabb WEST COVINA CHAMBER OF COMMERCE MID -YEAR REPORT The Executive Committee of the Chamber of Commerce was called to order by President Mary Ann Harvey, who then presented the mid -year report of the Chamber's activities. She noted their theme was Business Retention and Ex- pansion. The four divisions highlighted by President Harvey were: Economic Development Division Public Affairs Division Membership and Special Events Administration Division ARTERLY ECONOMIC DEVELOPMENT REPORT Executive Director Fred Burkhardt presented the Chamber's Quarterly Economic Development Report, covering activities and accomplishments since the last report. He spoke of ROMP, a new program (Regional Opportunity Marketing Program).to address advertising and marketing needs of the various shopping centers in West Covina. Council was favorable in their comments on the Chambers' progress and encouraged them to continue. Recess Mayor Tennant called.a,.recess at 7:20 PM.and left for another engagement. Mayor Pro Tem Shearer called the meeting back to. order at 7:22 PM. PERSONNEL SYSTEM DISCUSSION Personnel Director Myra -Fry presented the Personnel System workshop, explaining duties and responsibilities encumbent upon 'the Personnel Commission, the Personnel Director, and the City Manager. She stressed the re- lationship of these positions to the City Council and the employee organizations. 1986/87 BUDGET OVERVIEW City Manager Bob Fast presented the 86/87 budget overview prepared from each departments' prediction budget of estimated revenues and expenditures for the next fiscal year. - 1 - CITY COUNCIL MINUTES February 17, 1986 Page Two Two Police Officers Mr. Fast requested that the Council approve in advance the hiring of two police officers as of July 1, 1986. . He explained that the. positions were to be included in the proposed FY 86/87 annual budget, but that the recruitment process should start in the very near future. Motion by Chappell, seconded by Manners, and unani- mously carried to approve the City Manager's recommen- dation. Mr. Fast suggested staff work on a two-year operating budget for fiscal years 1987/88 and $8/89., if Council that it was worth pursuing. Council was supportive of moving forword with two-year operating budgets. Council agreed with further revisions as suggested by the City Manager. Motion by Manners, seconded by Bacon, and unani- mously carried to approve the recommended blue version with the changes suggested by the City Manager. Motion by Chappell, seconded by Manners, and unanimously carried to adjourn the meeting at 8:55 PM. - 2 -
