• The adjourned regular meeting of the City Council was called to order by Mayor
Pro Tem Shearer at 6:40 PM in the Senior Citizen's Center,.West Covina. Mayor
Pro Tem Shearer led the Pledge of Allegiance.

CALL TO ORDER OF THE HUMAN RESOURCES COMMISSION
Present: Chairman Lacey, Commissioners Ruch, Heinz, Jackson,
Ragan, Siemak
Absent: Commissioner Ramirez

ANNUAL HUMAN SERVICE AWARDS BANQUET
Commissioner Kay Ragan briefed the Council on the pro-
gress of the work being done for the first Human
Services award banquet. She indicated that there
would be a maximum of nine awards recognizing volun--
teers, staff or individual agencies under three
categories: elderly, handicapped, and low income.
A,committee, including the Chamber of Commerce, is
working on the program and other details. The ban-
quet:is scheduled for May 8, 1986. The location and
nomination details are still being discussed. The
budget for the event has not been finalized. Services
to be recognized must provide some level of service
to West Covina residents.
1986/87 CDBG PROPOSAL REVIEW
Human Resources Director Gus Salazar outlined the
first draft of the proposed 1986/87 CDBG program.
Noting the uncertainty of the Federal allocation,
the proposed program was prepared anticipating a
15% cut, although as high as a 30% cut could be made.
• Sr. Citizen Center
The Senior Citizen Center Modification Program
Modifications
($50,000) will address the need for added storage and
other modifications that may be needed at the center.
•
It provides a program that would permit additional
allocations of funds if more extension modifications
are needed.
Sr. Citizen Assistance
The Senior Citizen Assistance Program ($30,000)
will provide for the well-being of the elderly by
helping them access a variety of needed services
such as case management, information, referrals and
followups. -Services would include assistance in
legal, health education, and employment. Details

of these programs will be preented to the Human
Resources Commission at their February 27, 1986,
meeting.
The CBDG Progam approval process includes two
citizen input meetings at the Human Resources Com-
mission meetings of (January and February) and a
public hearing by the City Council in April.
Submission to HUD occurs in May.

As there were no other items brought before the joint
bodies for consideration, a motion for adjournment
was in order.
Motion by Ragan, seconded by Ruch, and unani-
mously carried to adjourn the Human Resources Com-
mission -at 8:00 PM to February 27, 1.986.
Status of meet and confer items were outlined by
City Manager Bob Fast. He recommended a resolution
be adopted at this time which meets the intent of
a two year MOU with the Police Association and a
one year MOU with the Communications Operators.

JANUARY 1, 1986, SUBJECT TO CONDITIONS EXPRESSLY
SET FORTH HEREIN
Motion by Manners, seconded by Bacon, and
unanimously carried to waive further reading of the
resolution and to adopt.
Motion by Bacon, seconded by Manners, and unanimously
carried to adjourn the meeting at 8:03 PM.
