WEST COVINA CITY COUNCIL
REGULAR MEETING
• January 27, 1986
• The regular meeting of the City Council of West Covina was called to order at
7:30 PM by Mayor Tennant in the City Hall Council Chambers, 1444 W. Garvey Avenue,
West Covina, California. The Pledge of Allegiance was led by Mayor Pro Tem Shearer
and the invocation was given by George Johnstone of the Salvation Army.

Mayor Tennant presented a Certificate of Recognition to
Ron Miller Ron Miller who, in earning his Boy Scout Eagle Award,
was responsible for gathering 12.tons of food for Union
Rescue. -Mission.

voting due to conflict of interest.

OFFICE OF COMMUNITY SERVICES
1) TRANSITION OF SOLID WASTE DISPOSAL
Council reviewed staff's report.
Motion by Chappell, seconded by Manners, and
unanimously carried to authorize the Mayor to send
Transition of Solid Waste
a letter to the California Waste Management Plan
Disposal
Committee notifying them of the landfill transition
and requesting commencement of appropriate revision
to the State and County Waste Management Plans.
Mayor Pro Tem Shearer requested a copy of the lang-
uage of the plan that is proposed for revision.

mously carried to support AB 1963, and authorize the
Mayor to communicate this position to the appropriate

Mayor Tennant clarified the purpose of the continued
Zone Change No. 590 -
hearing was to consider Zone Change No. 590 and -the
• 1104 S. Wescove Avenue
Negative Declaration of Environmental Impact therefor.
The zone change would reclassify.a 0..55 acre site
from.Single Family (r-a) and Office Professional
(0-P.) Zones to Neighborhood Commercial (N-C)Zone.
City Attorney Colin Lennard clarified the type
of testimony that would .be .appr.opriat.`e ..for this con-
tinued hearing. Mayor Pro Tem Shearer noted that
he had reviewed all available material regarding the
matter and was in a position to participate in the
decision making process.
Mayor Tennant opened the hearing and Planning
Director Paul Curtis presented the staff report.

Council Discussion Councilmember Chappell stated that he had re-
evaluated the situation and would vote in favor of
staff's recommendation to change the zoning of the
property to N/C. Mayor Pro Tem ,Shear.er..coxicurred witt
staff's recommendation. Mayor Tennant noted that
he still had some reservations about the zone change
to N/C, favoring O/P instead.

Mayor Tennant clarified the purpose of the continued

Chamber of Commerce, urged support of the amendment.
Frank Fitzgerald, 1st Vice-president of the -
Baldwin Park, concurred with Mr. Glen's statement.

HEARING
WEED ABATEMENT - 1986
Mayor Tennant clarified the purpose of the hearing
was to consider protests or. objections against the
Weed Abatement - 1986
abatement of weeds growing union and the removal of
rubbish upon certain streets and private property
in the City, as described in Resolution of Intention
No. 7137.
Public Testimony
City Clerk Mooney verified the affidavit of
mailing. Motion by Chappell, seconded by Bacon, and
unanimously carried to receive and file the affidavit.
None
Fire Chief McClelland presented the staff report and
Mayor Tennant opened the public portion of the hearing.
City Clerk Mooney stated that no written protests
had been received. Mayor Tennant asked for verbal

Appointment to the Personnel Commission
Motion by Manners, seconded by Chappell, and unanimously
carried to nominate Victoria Rabb to the Personnel Com-
mission.

Commission Motion by Manners, seconded by Bacon, and unanimously

COUNCILMEMBERS' REPORTS Councilmember Bacon reported on a recent meeting with
the Environmental Protection Agency in San Francisco
Bacon regarding the BKK Landfill.
Manners Councilmember Manners introduced Renee' Wallace, the
new reporter from the Highlander and suggested a Cer-
tificate of Recognition be approved for Carol Smithberg,
who has taken another position at'the Highlander.
Motion by Manners, seconded by Bacon, and unanimously
carried to direct staff to prepare a Certificate of Recog-
nition for Carol Smithberg.
Chappell Councilmember Chappell reported on League of California
Cities State Board legislative activities and noted that
he would be supplying Council with written information
in the near future.
Shearer Mayor Pro Tem Shearer submitted information to the Council
on the Covina/West Covina Fire Merger for review.
ADJOURNMENT Motion by Manners, seconded by Shearer, and unanimously
carried to adjourn the meeting at 9:14 PM to 6:30 PM
on February 3, 1986, for a joint meeting with the
Human Resources Commission at the Senior Citizens Center.
