Mayor Tennant opened the hearing and General Plan Amendment Planning Director Paul.Curtis presented the staff No. 1985-4(•b) report. Amendment No. 204 Mayor Tennant opened the public portion of the hearing and asked for comments in favor of the .General Plan Amendment and Amendment No. 204. The following individuals addressed Council: Public —Testimony Ronald Ballard, attorney for the developer, In Favor: presented an"Analysis of Parking Overlay Proposal" Ronald Ballard to clarify his points. Mary Ann Harvey Mary Ann Harvey, President of West Covina Chamber of Commerce, explained the Board of Directors' approval of the amendments. Jack Stinson Jack Stinson, 200 S. Citrus Avenue, reminded Council of handicapped accessibility needs. Oliver Riggins Oliver Riggins, 1239 Rowland Avenue, spoke of the amendments from a real estate broker's point of view and encouraged Council to approve the overlay zone. George Zimmerman George Zimmerman, 832 Durness Street, noted that approximately a quarter mile to half a mile of parked cars would be contained.within.a parking lot, thereby _alleviating the need to park in the residential areas. Alice Lopez Alice Lopez, 217 N. Sunset, favored the parking proposal as solving handicapped problems of street parking. Recess Mayor Tennant called a recess at 8:30 PM. Council Discussion Council noted the benefits to be derived from implementing a parking overlay zone, but recognized the fact that the surrounding residents felt the parking overlay zone was not,a problem solver, but a problem creator. Council decided that until the perspective changed, they would not amend the General Plan to include a parking overlay zone. City Engineer Thomas presented the staff report and Ken Mullen, consultant, commented on West Covina's current conservation activities. Public —Testimony Mayor Tennant opened the public portion of the hearing and asked for comments in favor of the water None management plan. No one addressed Council. REDEVELOPMENT AGENCY MEETING Mayor Tennant recessed the City Council meeting at 11:27 PM to convene the Redevelopment Agency meeting. Motion by Manners, seconded by Bacon.,. and unani- mously carried to a) authorize the establishment of a redevelopment revolving fund to be kept in the treasury of the community, and b) appropriate $815,500 for deposit in the redevelopment revolving fund. Motion carried by roll call vote: • AYES: Bacon, Manners, Shearer, Tennant NOES: None ABSENT: Chappell ORAL COMMUNICATIONS Jean Arneson, 1116 Donna Beth, stated.that odors from BKK Landfill were still prevalent,,that the minutes of the Jean Arneson Transition/WasteManagement Commission didn't reflect accurately her conversation with the commissioners, and that she attended a Water Board Hearing and wanted to report on it to the City Engineer but found him unavailable to talk to her.. Philip Smith,.3105 Virginia Avenue, suggested the city print Philip Smith a citywide newsletter or at least have some of the employees post �a. copy of the Council agenda around town. He -requested Council...to:�review Newport. Beach'.s.restrIctions.6n.restaurantc near-res:idential.:.neighborhoods which he�:had.submitted earlier during the hearings. Mayor Tennant'closed Oral -Communications and the following comments were offered by Council. Motion by Shearer, seconded by. Bacon, and unanimously carried to have the Planning Commission look into Newport Beach's zoning ordinance, specifically in regards to a 200 foot rule and hours of business operations adjacent to residential properties. Mayor Tennant clarified that Council does not regulate commission minutes, but does encourage the commissions to report accurately and fairly. Oliver Riggins Oliver Riggins, 1239 Rowland, wished Council a Merry Christmas and Happy New Year. MAYOR'S REPORTS Motion by Manners, seconded by Bacon, and unanimously carried to approve a Resolution of Commendation for Erwin Jones for Erwin Jones his 19 years of outstanding service with the school.district. Mayor Tennant noted that the appointment to the Personnel Personnel Commission Commission would be held over until the next Council meeting appointment held over when Councilmember Chappell would be present. COUNCILMEMBERS' REPORTS Councilmember Bacon noted that the SCAG General Assembly is scheduled for April 3 and 4, and the last day to receive resolutions was imminent. Therefore, he • Bacon requested staff to prepare a resolution regarding the proliferation of:.waste-to-energy plants in the San Gabriel Valley area,and the air quality problems. 4 Manners Councilmember Manners noted her desire to propose • a city/citizen mutual education program. Shearer Mayor Pro Tem Shearer requested staff to investigate the alleged Nissan Dealership problems and report back at a later date. Recess Mayor Tennant recessed the City Council meeting at 12:23 AM to conduct a closed session regarding personnel matters.
