WEST COVINA CITY COUNCIL
November 4, 1985
The adjourned regular meeting of, the City Council of West Covina was called
to order at 6:30 PM in the Management Resource Center at City Hall,. 1444 W.
Garvey Avenue, West Covina. Mayor Pro Tem Shearer led the Pledge of Allegiance.

QUARTERLY ECONOMIC DEVELOPMENT MEETING
The Executive Committee of the Chamber of Commerce
was called to order by President Mary Ann Harvey for
the joint meeting with Council to discuss accomplishments
of the last quarter toward established economic develop-
ment goals.
Chet Yoshizaki Progress "'.made, by the City and Redevelopment Agency
was presented by Chet Yoshizaki of the Redevelopment
Agency. He distributed the latest brochures promoting
the Auto Plaza, noted the formation of proposed guide-
lines for several projects, and explained the work
program submitted by The Arroyo Group - consultants
retained for a Development Feasibility Study and a
Freeway Corridor Plan.
Council directed staff to'encourage community
participation throught the various phases by advertising
and soliciting volunteers.
Fred Burkhardt Fred Burkhardt of the Chamber of Commerce presented
the last quarter's activities of the Chamber. He dis-
tributed and reviewed the 1934/85 Regional Opportunity
Marketing Program Report, which outlined all advertising
and promotional activities undertaken and proposed.
The West Covina Chamber of Commerce Executive Com-
mittee and the City Council supported the efforts thus'-:.

CENTRAL" BUSINESS DISTRICT STREETSCAPE
• Harry Thomas,-pxesente& sl de9 of streetscape theme
concepts utilized by various other cities. Enhancing
Harry Thomas the Central Business District from.a streetscape stand-
point was favored by Council and they responded to staff's
• reques"t.for further direction.
Staff was directed to bear in mind simple, functional
designs over decorative designs, resistence to vandalism,
and long-term maintenance. Staff was directed to
finalize and polish the slide show for outside presen-
tation, and to develop an estimate of the best mixture
of funding sources.

East Glendora project
status

Mayor Pro Tem Shearer asked for a status of -the
East Glendora project. Executive Director of the
Redevelopment Agency Leonard Eliot summarized actions
taken thus -far and matters to. be considered in the near
future. Mr. Shearer noted his concern with the time -
frame of the project. He felt the improvements on East
Glendora should coincide with the Atrium project across
the street. In noting that he would be absent from the
Council meeting of November_ t2th, he asked `Council
to corisd`er: his'."concerns.'
Mayor Tennant requested a status report on the
East Garvey South restaurant/office condominium project on East Garvey
project status Avenue. Community Services Director. Mike Miller re-
sponded.. He also explained that staff had had a meeting
with the.developer and suggested to him various steps
he could take to help -alleviate the pressure from the
neighboring residents. The developer concurred with
several of the ideas.
Mayor.Tennant noted that the adayor'.:of'Baldwin.:Park
Stan Marr Hotel property had sent him a request to lift the freeway corridor
moratorium on the old Stan Marr Hotel property. Council
briefly discussed the matter as the letter was scheduled
for the next regular Council meeting anyway.
Mayor Pro Tem Shearer asked for facts and figures
regarding the recent brochure printed and mailed by --
the Redevelopment Agency.
Citywide mailings Motion by Shearer, seconded by Manners, and unani-
mously carried that the Council institute a new policy
whereby the Council shall be advised of a proposed
Citywide mailing prior to being mailed to allow Council
to evaluate the merits of mailing it citywide.
ADJOURNMENT Motion by Manners, seconded by Shearer, and unanimously
carried to adjourn the meeting at 9:50 PM.
