Garvey Avenue, West Covina, California. The Pledge of Allegiance was led by Councilmember Chappell and Mayor Tennant gave the invocation. BUILDING AND SAFETY 1) LEASE RENEWAL WITH LOS ANGELES COUNTY LIBRARY/CITY OF WEST COVINA, EDGEWOOD BRANCH, 1435 WEST PUENTE AVENUE Council reviewed staff's report. Motion -by Chappell, seconded by Bacon, and unani- Edgewood Library lease mously carried to authorize the Mayor and City Clerk renewed to exeucte a lease agreement with the Los Angeles County Library System for a lease extension for the Branch Library located at 1435 W. Puente Avenue for a period of two years effective July, 1985, through July, 1987, with a renewal option of one year in 1987, at -a lease amount of $560.00 per month. City Manager Fast noted that the Vine Avenue Branch Library will be closed down in the near future due to little use. 2) APPROVAL OF PLANS/SPECIFICATIONS/FUNDING FOR ELECTRICALLY OPERATED ENTRY DOORS AT SENIOR CITIZENS BUILDING, CORTEZ PARK Council reviewed staff's report. REDEVELOPMENT AGENCY MEETING PARKING AUTHORITY'MEETING Mayor Tennant recessed the City Council meeting at 7:50 PM in order to convene the Redevelopment.Agency meeting. The -Redevelopment Agency meeting was adjourned at 7:57 PM at which time Mayor Tennant convened the Parking Authority meeting. The Parking Authority meeting adjourned at 8:00 PM and Mayor Tennant reconvened the City Council meeting. CITY MANAGER 1) HYPNOTIST PERMIT FEE Council reviewed staff's report.' City Attorney presented: Resolution 7025 - RESOLUTION NO. 7025 - A RESOLUTION OF THE CITY setting hypnotist permit COUNCIL OF THE CITY OFWEST COVINA, COUNTY OF LOS fees ANGELES, STATE OF CALIFORNIA, SETTING PERMIT PEES FOR. HYPNOTIST PERMITS Motion by Bacon, seconded by Chappell, and unani- mously carried to waive further reading of the reso- lution and to adopt. The resolution sets the permit fees at $30.00 per application filed. • 2) LEGISLATION Council reviewed staff's report. ORAL COMMUNICATIONS Jean Arneson, 1116 Donna Beth, referred to an article in one of the local newspapers. --She prefers Council to be Jean Arneson firm, tough, and kind when dealing with the BKK Landfill issue. Councilmember Bacon agreed with her opinion and felt Council was doing just that. MAYOR'S REPORTS Mayor Tennant proclaimed the following: MANAGEMENT WEEK IN WEST COVINA (6/2 - 6/8) City Manager Fast explained the Public Utilities Commission resolution request. Upon explanation, Council asked for • the reading of an appropriate resolution. Mayor Tennant suggested a resolution of commendation for the South Hills High School,Girls :Swimming Team. Council concurred with the preparation of the resolution. COUNCILMEMBER.S' REPORTS Councilmember Bacon requested staff to look into including portions of Azusa Avenue, near the Butler tract, into the Bacon landscape maintenance district.. Staff to report back on available options. Tennant Mayor Tennant requested staff to continue to include maps with the staff reports.as informational aids to Council. Manners Councilmember Manners commented on-COSWMP; and a draft would be submitted soon for Council's review. Councilmember.Chappell commented on his meetings in . Chappell Sacramento regarding binding arbitration. He also noted that left over food from St. Martha's Episcopal Chur.ch's fiesta.were donated to the West Covina.Food Bank.
