ADJOURNED REGULAR MEETING
OF THE
CITY COUNCIL WITH PLANNING COMMISSION
May 20, 1985
The adjourned regular meeting of the City Council was called to order by Mayor
Tennant at 7:25 PM at the Le Biarritz Restaurant in West Covina for a joint
dinner meeting with the Planning Commission. Mayor Tennant led the Pledge of
Allegiance.

CALL TO ORDER OF THE PLANNING COMMISSION
Present: Chairman Adams, Commissioners Connolly, Schoonover, Smith
Absent: Vice Chairman Christopher
DISCUSSION REGARDING GENERAL PLAN UPDATE
Mayor Tennant indicated the purpose df the meeting was to
give staff final direction in the updating of the General
Plan.
Planning Director Paul Curtis presented the staff report
accompanied with slides. He noted the purpose of updating
the General Plan was three -fold: 1) general plan/zoning
consistency, 2) to reflect current city policy, and 3)
comply with State law.
Major areas of concern
The
following seven areas were discussed by the council -
members and commissioners. The following comments and
concerns were provided to staff.
Economic Development

Councilmember Bacon noted his desire to balance
the transportation needs of the city to accommodate
its job poor/housing rich ratio. Councilmember
Manners concurred.
Freeway Corridor

Comments favored updating the General Plan with
the current freeway corridor concept.
Surplus School Sites

Surplus School Sites
Discussion ensued regarding general procedures to
be followed in the event the City is faced with sur-
plus school sites. It was felt that the City should
take a "partnership" position with any developer to
ensure compatibility with the surrounding neighborhood.
Chairman Adams noted that developer agreements would
handle those concerns.
Mixed Use

Little discussion regarding mixed use.
West Covina Parkway

West Covina Parkway
Inasmuch as a circulation pattern would ease
traffic flow through West Covina, the general con-
sensus was to forget about the idea and perhaps a
future council might wish to reopen the concept.

In the matter of changing zones to comply with the
General Plan, down zoning was preferred over any

other option. Staff indicated that there were forty-
four property owners -who could be eventually be.
effected by an effort to bring the zoning map into
conformance with the General Plan.
The question arose as to who should review the proposed
General Plan updates before their adoption. It was
decided to have the Executive Committee of the Chamber
of Commerce review the subject, contact each of the
forty-four property owners, and place a large advertise-
ment in the paper.
Recess
Inasmuch as those in' attendance ate their dinners
during the presentations and discussions, Mayor Tennant
did recess the meeting at 9:25 PM. The meeting recon•-
vened at 9:35 PM.
OTHER MATTERS
Property maintenance
discussion
Chairman Adams commenced a discussion regarding property
maintenance in West.Covina. Mayor Tennant noted that
eight out of every ten complaints he recieves have -been
maintenance related;
Commissioner Connolly objected to placing criminal
penalties on a subjective ordinance. He preferred
tying it to the Health & Safety Code if possible.
Commissioner Schoonover noted that the problem is not
necessarily solved by having a property maintenance
ordinance on the books.and preferred the soft glove
approach.
Councilmember Bacon felt the ordinance would set the
criteria for the neighborhood and 99% of the property
owners will comply. Staff will need to work with the
citizens..:
Mayor Pro Tem Shearer stated the ordinance should be
directed to the hard core offenders. The intent of
the ordinance is to protect the neighbors from an
unsightly yard, thereby reducing the value of the
neighborhood.
Councilmember Manners agreed that the stubborn property
owners should be addressed.
Mayor Tennant felt the absentee landlords (property
owners) need to be contacted too. The ordinance
should have enough meat in it that the Police Chief
could eventually bring the offender in.
Chairman Adams noted that only what is visible from the
street can be enforced. The ordinance should spell
• out due process with letters and District Attorney
prosecution.
Mayor Pro Tem Shearer felt that in the event surrounding
neighbors support a property.•owner witlr an otherwise.
unkept yard, the .City should back out of pushing the
issue.
City Manager Fast stated the enforcement procedures
would be indicated in the ordinance, including the
wordage that after sufficient notice, a.'citation
would be given.
