WEST COVINA CITY COUNCIL
April 8, .1985.
• The regular meeting of the City Council of the City of West Covina was called
to crder by Mayor Bacon at 7:30 PM in the City Hall Council Chambers, 1444 W.
Garvey Avenue, West Covina, California. The Pledge of Allegiance was led by
the Mayor and the invocation was given by Frank Wulf of United Methodist Church.

APPROVAL OF MINUTES Motion by Chappell, seconded by Tennant, and unanimously car-
ried to approve the minutes of the regular meeting of March
25, 1985 and the adjourned regular meeting of April 1, 1985.
PRESENTATIONS Mayor Bacon announced that the 5th grade class from Willowood
School was present to observe local government in action.
Joan Kreiger, representative of the Jr. Women's Club of
Proclamation West Covina; accepted the GFWC CALIFORNIA JUNIORS WEEK
proclamation (April 21-27) from the Mayor.
Edward Reed, representative of the Optimist Club, accepted
Proclamation the WC OPTIMIST BIKE SAFETY WEEK proclamation (April 20-27)
• from the Mayor.
AGENDA COMMUNICATIONS Gil. Boyne, president of Hypnotism Examiners Council of
California addressed Council regarding the introduction
of a hypnotism ordinance, Agenda Item K-3.

HEARING APPEAL.OF ENVIROrIENTAL IMPACT REPORT FOR THE SHADOW OAK
PARK BALLFIELD LIGHTING
Appeal of EIR - Shadow This,subject was heard at the regular meeting of March 25
Oak Park lighting at which time the .public portion of the hearing had been
closed and the matter continued until this evening to give
staff a chance to respond to the commends made.
Planning Director Curtis presented the staff report,
responding to comments made.during.the public portion of the
hearing on March 25, 1985.
Council discussion Motion by Manners, seconded by Shearer, and unanimously
carried to retain staff's Responses to Shadow Oak Park Lighting
Questions, dated April 5, 1985, as part -of the record.

ORAL COMMUNICATIONS Jean Arneson, 1116 Donna Beth, noted there were no health
studies going on as part.of BKK update.
Jean Arneson Council supported reiterating previous requests to the
State and EPA. Motion by Chappell, seconded by Manners,
and unanimously carried to pursue a full health study with
the State Department of Health Services and the Environmental
Protection Agency.
MAYOR'S REPORTS Mayor Bacon reminded Council of reorganization schedulerl.for
April 22, 1985, and asked them to contact him in regards to
requested changes to the liaison appointments.

COUNCILMEMBERS' REPORTS .
Councilmember Chappell stated he had been re-elected to
the Los Angeles Division of LAFCO.
Chappell I3e noted he would again be walking for the March of
Dimes on Anil 28, 1985, his tenth year in a row.
Tennant Mayor Pro Tem Tennant requested staff to look into
SB 969 and report back to Council at the next regular
meeting.
