Garvey Avenue, West Covina, California. Mayor Bacon led the Pledge of Allegiance and Rev. Lawrence Cole of Community Presbyterian Church gave the invocation. Falcon Cable Mayor Bacon noted Falcon Cable Communications Company won a lawsuit against an Alhambra resident/lawyer who sued on the position that Falcon had no right to trespass on his property. Post Office Mayor Bacon also noted the post office would resume previous hours, due to his assurance to the district postmaster that West Covina Police would increase surveillance. The hours had been changed due to vandalism. COUNCILMEMBERS.' REPORTS Councilmember Manners noted a program that perhaps a civic organization could undertake'would".be".the.identification of (.Manners children, beyond just fingerprinting. She learned of.the TRACE CODE system at a workshop recently attended. She.also requested a deter_.minition of a 2 to 1 vote. City Manager Fast noted a'respnnse.would be forthcoming from the City Attorney, Chappell Councilmember Chappell noted that he had the full support of Independent Cities Association and Contract Cities in his nomination for re-election to LAFCO. He also noted that he would again be walking for the March of Dimes Walk-a-thon.
