ADJOURNED REGULAR MEETING
OF THE
CITY COUNCIL OF WEST COVINA
February 4, 1985
The adjourned regular meeting of the City Council of the Citv of West Covina
was called to order by Mayor Bacon at 7:30 PM in the Management Resource Center
at City Hall, 1444 W. Garvey Avenue, West Covina, California. The Pledge of
Allegiance was led by the mayor.
ROLL CALL Mayor Bacon, Mayor Pro Tem Tennant; Councilmembers Shearer,
Chappell, Manners
Others Present: Fast, Meacham, McClelland, Thomas, Fry, Southard, Williams,
Berry
FIRE MERGER DISCUSSION City Manager Fast presented the historical concept of
merging fire suppression and prevention services between
the cities of Covina and West Covina. General -study con -
Staff presentation elusions and recommendations of the Ryland Research study
were provided as handouts for easy. reference. It was noted
that several of the recommendations could be implemented to
the benefit of either city without a full merger.
Council comments favored proceeding with the concept and
that any further actions require interaction with the City
• of Covina. Councilmember Shearer suggested that a, committee
be .f_ormed'to address the concerns of each city. The com-
mittee would include two councilmembers from Covina and
West Covina, the two fire chiefs and the two city managers.
Councilmember. Tennant felt 'the' two cities -could,. move. ahead
with those items that -don't req.uire'a merger, but would
bene.f.it*all concerned nevertheless.
Invitation to Covina Staff was directed to invite the City of Covina = two council
representatives, Fire Chief and City Manager - to meet with
the same number of West Covina representatives to further
review the implementation of all or part of the Ryland study.
Closed Session City Manager Fast noted the necessity of a closed session
regarding personnel matters, pursuant to Government Code
Section 54957.
Mayor Bacon recessed the Citv Council meeting at 8:32 PM
for the purpose. of discussing personnel matters. Council
reconvened at 8:45 PM,
Court Decision City Manager Fast informed the City Council that .Judge
Epstien.had.signed the order prepared by the,City, BKK„
-- and the regulatory 'state agencies setting forth agreed
upon remedial and mitigation efforts of the landfill to
control air emissions, odors, gas migration and treatment
of on -site contaminated liquids. The judge was laudatory
as to the efforts of all participants and their final work
product.
ADJOURNMENT
ATTEST:
Motion by Chappell, seconded by Tennant, and unanimously
carried to adjourn the meeting at 8:50 PM.
