WEST COVINA CITY COUNCIL
December 10, 1984
The regular meeting of the City Council of West Covina was called to order at
7:30 PM by Mayor Bacon in the City Hall Council Chambers,-1444 W. Garvey Avenue,
West Covina, California-. Mayor, Bacon led the Pledge of Allegiance and Pastor
Jerry Butler of Faith Community Church gave the invocation.

Redevelopment Agency At 8:20 PM Mayor Bacon called the Redevelopment Agency to

City Clerk Mooney verified the affidavit of publica-
tion. Mayor Bacon noted the record contained the following
documents-
1) The proposed Third Amendment to the Central
Business District Redevelopment Plan.
2) A.Supplemental Environmental Impact Report for
the proposed Third Amendment and development pursuant
thereto.
3) The Report to City Council on the proposed Third
Amendment submitted by the Redevelopment Agency including,
but not limited to, the report and.recommendation of the
Planning Commission, and a summary of meetings and consul-
tations with residents regarding the proposed Third
Amendment.
Presentation to
Mayor Bacon declared the hearing open and outlined the
Council & Agency
procedures to be used during.the hearing. Mr. Yoshizaki
submitted to the City Clerk a binder, identical to those
provided each councilmember, which contained all the perti-
nent documents relating to the plan amendment. Mr. Yoshi-
zaki, Redevelopment Agency Manager, presented the staff .
report which contained a review of all the correspondences
and meetings conducted on behalf of the affected residents.
Mr. Yoshizaki introduced Laura Hudson, the environmental
consultant for the CBD Redevelopment Plan. She addressed
the findings of the supplemental environmental impact
report.
Mayor Bacon outlined the entire relocation package
proposed by the Redevelopment Agency.Clarification de-
tails of the relocation package were offered by David

Stadler, relocations expert for the Agency.

At 8:56 PM Mayor Bacon called a recess. The City Council
and Redevelopment Agency reconvened at 9:06 PM to continue
the hearing.

not be supporting the Third Amendment. The remainder of
Council supported the proposed Third.Amendment as being
necessary for the future of West Covina. They felt the relo-
cation package offered '.to `.the `homeowners should- be fair and
comprehensive.'

CODE RELATING TO COMMISSION LIAISONS
Motion by Chappell, seconded by Manners, and .
unanimously carried to waive further reading of the
ordinances. Motion by Chappell, seconded by Manners
to adopt the ordinances. Motion carried by roll

2) SETTLEMENT OF STEPHENS VS. CITY OF WEST COVINA

Council reviewed staff's report.

Motion by Manners, seconded by Chappell, and
unanimously carried to authorize a settlement of
$5,000 subject to the standard conditions, pursuant
to Government Code regulations.
REDEVELOPMENT AGENCY MEETING
Mayor Bacon recessed the City Council meeting at 10:50
PM.to convene the Redevelopment.Agency meeting. The
Redevelopment Agency meeting adjourned at 10:55 PT-1.
PARKING AUTHORITY MEETING- Mayor Bacon convened the Parking Authority Meeting at
10:55 PM. At 10:56 PM the Parking Authority meeting
was adjourned and the City Council meeting continued.

10) UPCOMING COUNCIL MEETINGS (ORAL REPORT)
City Manager Fast noted the necessity for an adjourned
Upcoming council meetings meeting and suggested December 20, 1984 at 5:30 PM.
Due to a lack of business and the Christmas season,
he suggested the December 24 Council meeting be post-
poned until the next regular meeting in January, 1985.
Council concurred with the City Manager's recom-
mendations.
11) City Manager Fast stated that the two-year Memorandum
Memorandum of Understanding - of Understanding with the General Employee's Association
General Employee's Asso. has been signed and required the City Council to receive
and file the MOU .
Motion by Tennant, seconded by Shearer, and unani-'
mously carried to receeve."and file the MOU.

ORAL COMMUNICATIONS Beatrice de Uribe, 1121 E. Greenville Drive, announced the
West Covina Beautiful Christmas Tree Ceremony was scheduled
for December 13, 1984.at 7:30.PM.
She also commended Council for the courage to make the
difficult decisions placed before them.
MAYOR'S REPORTS PROCLAMATIONS
California Hospice Month (November, 1984) Ratified
Proclamations Drunk and Drugged Driving Awareness Week (12/9 thru 12/15)
Bill.of Rights Week (December 9 - 15, 1984)
Financial Aid Awareness Month (January, 1985)
Mayor Bacon stated that he had received a request from the
Jewish Federation Jewish Federation Commission requesting the Council's sup -
Commission port in helping a Russian family immigrate to Isreal. The
request was -for moral support only.
'Motion by Manners, seconded by Shearer, and unani-
mously carried to lend Council's.support.
COUNCILMEMBERS' REPORTS
Shearer
Councilmember Shearer submitted to the City Attorney some
Gypsy ordinance
material regarding the City's gypsy ordinance for his
review.
He also expressed concern over the marketing techniques
Falcon CATV
used by the Falcon Cable Television in contacting residents
to buy cable television. He offered a few examples.
Motion by Shearer., seconded by Tennant., and unanimously
carried .to authorize the Mayor ':to send a letter to Falcon
indicating Council supports the efforts of staff to have
all provisions of the agreement adhered to as agreed.

As the City member of the San Gabriel Valley Associa-

tion of Cities, he reported on the.last meeting wherein
there is a group of the members seeking to form a San
Gabriel Valley Division of the.League.of California Cities.
Council encouraged Councilmember Shearer to continue to
oppose this possible division.
Closed Session
Mayor Bacon called a recess at 11:20 PM to hold a closed
session to discuss personnel matters and litigation..
Council reconvened at 12:06 PM.
