October 1, 1984
The adjourned regular meeting of the City Council of West Covina was called
to order by Mayor Bacon at 6:05 PM in the Management Resource Center, 1444
W.. Garvey Avenue, West Covina,.California. The Mayor -led the Pledge of Allegiance.

Mr. Bernie Bregman called to order the Executive Com-
mittee of the Chamber of Commerce acting as the Business
Inventory Tax Advisory Board.

ECONOMIC DEVELOPMENT
Mr. Yoshizaki of the West Cov,4na Redevelopment Agency anc
Mr. Burkhardt of the Chamber of Commerce gave a presen-
tation of specific objectives for an economic development
program that would develop and expand the local economy
in order to.provide a'iaide range of economic and social
benefits to West -Covina citizens:
Objective One:' Strengthen theimage of West Covina as a.
investment area, attracting new invest-
ment to new development opportunities
Objective Two: Strengthen thequality of existing deve-
lopment in.West Covina
Objective Three:Formulate long range economic develop-
ment strategies for West Covina
Each gentleman outlined proposed strategies to be taken
by their respective -agencies to successfully implement
this'joint project.
Discussion followed regarding the importance of changing
the City'is'image'to attract investors. Council supported
the concept of 'the program. The scheduling of future
meetings would be arranged by Bregman and Bacon.
Motion by Tambe,. seconded by Harvey, and unanimously
carried that the Advisory Board recommend to the City
Council of West Covina the adoption of the economic
development program as outlined.
Motion by Manners,seconded by Chappell, and unanimously
carried to approve in concept the program presented and
instruct staff to develop -a comphrensive statement of
intent and bring vack in resolution form for adoption
by the City Council.
Mayor Bacon commended the Chamber of Commerce for the
Heritage Fair advertizement placed in the San Gabriel
Valley Tribune.

Planning Director Paul Curtis presented the staff report
General Plan Update

G a .status report 'of the City's existing General Plan and
implementations°. +He noted that the General Plan update
"shoul'd,be completed by the end of FY'.84/85 per govern-
•,ment'statutes"
Discussion focused on proposed amendments, updating
existing elements, new elements,-.and'time schedules.
Council suggested staff move ahead using established
Council policies.
Chairman Adams favored,the term "update" and staff's
outline for the work ahead..

ORDINANCE NO.- 164.9 - AN ORDINANCE OF THE CITY
transient occupancy -tax
COUNCIL OF THE CITY OF WEST COVINA, CALIFORNIA, AMENDING
SECTION 21-45 OF THE WEST COVINA MUNICIPAL CODE RELATING
TO THE IMPOSITION OF A TRANSIENT OCCUPANCY TAX
Motion by Chappell, seconded by Manners, and unani-
mously carried to waive further reading of the ordinance.
Mayor::Pro Tem Tennant noted that he was not. opposed to
a transient -occupancy tax, but felt this was not the
appropriate time for suchcan action.
Motion by Chappell, seconded by Manners to adopt
the ordinance. Motion carried by.roll call vote:
