• The adjourned regular meeting of the City Council of West Covina was called to
order by Mayor Bacon at 8:00 PM in the City Hall Council Chambers, 1444 W. Garvey
Avenue, West Covina, California. The Pledge of Allegiance was led by Mayor Bacon.

HEARING - 1984/85 OPERATING BUDGET, CAPITAL IMPROVEMENT PROGRAM AND PROPOSED USE OF
GENERAL REVENUE SHARING FUNDS
City Clerk Mooney verified the affidavit of publication.
Mayor Bacon opened the hearing and City Manager Fast pre-
sented the recommended 84/85 operating budget, and Capital
City Manager presentation
Improvement Program. He explained that pursuant to federal
law,,the hearing also addressed.the•proposed use of Revenue
Funds in relation to the 84/85 City Budget.
The proposed 84/85 operating Budget for the city is
approximately $27,800,000, with $13,100,000 for Public
Safety, $9,200,000 for Public Works, $2,700,000 for Com-
munity Services, $1,600,000 for Operational Services,
$170,000 for Fiscal Services, and $1,000,000 for General

Administration. The operating Budget reflects a 2.5%
increase over the 83/84 approved/amended Budget and incor-
porates modifications totalling $39,300. The proposed
84/85 Capital Improvement Program totals $4,600,000 for a
total City Budget of approximately $32.4 million. The City
expects to receive approximately $877,000 in Revenue Sharing
funds,of.:.which $578,820 is,allocated'_to the -..Police --.Department
PublicTestimonyMayor
and $298,180 to the Fire Department.
Bacon asked for public comments and the following
persons addressed Council:
Vince Teresi
Vince Teresi,•1015 Hillborn, representative of the
West Covina Senior Citizens Support Group, referred
to a memo his group submitted to Council regarding
revenues and expenditures involving the Senior
Citizen Center.
Oliver Riggins
Oliver Riggins, 1259 Rowland, asked for a clarification
of the reduced amount in the Landfill Enforcement
Account and the Environmental Cleanup Account.
Community ,Services.Director Miller explained the
reduction.
Beatrice de Uribe
Beatrice de Uribe,'1121 E. Greenville, complimented
staff -on the budget preparations and expressed
concern 'about the property located on the southwest
corner of West,Covina Parkway.and Vincent, and re-
quested.the City,•to clear'.up the.traffic conjestion
in front of the Post -office.

There being rio'fur.ther comments offered, the public
portion of the hearing was -closed.
• City Manager -Fast. -noted six -budget modifications needed
to adjust cer.tainJaceounts'to take care of changes which had
occurred"after the budget h..ad been prepared. Non -city
funding requests were explained and discussed.

,.Upon conclusion of council comments, the City Council
made'no alterations to the Budget, Budget modifications, or
proposed; -use of.Revenue Sharing funds.
Motion by Chappell-, seconded by Shearer, and unanimously
carried to defer. action on the Budget until the regular
meeting of June 25,. 1984:' n
Mayor;.Bacon,proclaimed the :week of June 24, 1984 as
RIDE. FOR HOPE WEEK.
Mayor Bacon noted•,.that the San Gabriel Valley Lawyers
Reference Service ;would be submitting a proposal to the
Council to provide free legal consultations to senior
citizens at the Sr. Citizen Center.
Councilmember Chappell noted that SB 1440, regarding local
government employee/employer relations, failed passage on
the Senate floor. due to�League of California Cities work.
Motion by Shearer, seconded by Chappell, and unanimously
carried to adjourn the meeting at 9:05 PM.
