Garvey Avenue, West Covina, California. •The.Pledge of Allegiance was led by the Mayor and the invocation was, given by Pastor Larry Cole of Community.Presbyterian Church, West Covina. Council discussion ensued regarding the possibility of accepting both DDAs and the complexities involved with such a proposal. Councilmembers concurred that more time was neccesary for the Council to study the issue. Leonard Eliot briefly.explained the history of the pro- ject, the study sessions, and final possible financing options available to the City. Staff was directed to report back to,Council at a subsequent meeting. Discussion ensued regarding the bids received for the construction of the project. Based on the information regarding the bidders and'bid amounts submitted to Council at a.previous meeting, Council proceeded to award the contract. Councilmember Manners noted a conflict with street,parking on street sweeping••days., It was suggested that the matter be submitted to the Traffic Committee. Chappell Councilmember Chappell requested permission to attend the League of California Cities Sacramento meeting scheduled for June 11 and•12..' Motion by Tennant, seconded by Sheaer, and unanimously carried to approye his attendance at the meeting.
