May 14, 1984 The regular meeting of the City Council of the City of West Covina was called to order at 7:30 PM by Mayor Bacon in the City Hall Council Chambers, 1444 W. Garvey Avenue, West Covina, California. Mayor Bacon led the Pledge of Allegiance and the invocation was given,by George Johnstone of the Salvation Army. ROLL CALL Mayor Bacon, Councilmembers Shearer, Chappell, Manners Absent: Mayor Pro Tem Tennant (arrived at 8,:45 PM from Ontario Airport) Others Present: Mooney, Fast, Lennard, Miller, Eliot, Thomas, Meacham, Curtis, Fry, Todd, Hunter, McClelland, Volm gt, Keating, Stevens, Yoshino, Roger, Southard, Berry APPROVAL OF MINUTES Motion by Chappell, seconded by Shearer to approve the minutes of the regular meeting of March 26, 1984, the regular meeting -of April 9, 1984, and the adjourned regular meeting of April 17, 1984. Motion carried unanimously with Manners abstaining on the April 9th minutes. PRESENTATIONS Emma Fischbeck received a Certificate of Recognition for her outstanding community services,particularly with respect to Emma Fischbeck her tenure on the Library Council. -Morris Radofsky Morris Radofsky, named.as Citizen of the Year, was presented a Certificate of Recognition. Proclamations Mayor Bacon presented a proclamation proclaiming the month of May as WEST. COVINA BEAUTIFUL MONTH to the president of West Covina Beautiful.. Mayor Bacon also presented a proclamation to City Clerk Mooney proclaiming the week of May 13 through 19, 1984, as MUNICIPAL CLERKS WEEK. FIRE DEPARTMENT 1) TWO-TIER PRE -HOSPITAL EMERGENCY HEART CARE Council reviewed staff's report. Two -Tier Pre -Hospital Motion by Chappell, seconded by Tennant, and unani- Emergency Heart Care mously carried to endorse the concept of two-tier pre - hospital emergency heart care as set forth'in this pilot program. Ultimate agreement to participate to be con- sid-ered when the pilot program is approved by the State and subject to conditions existing at that time. She encouraged everyone to notice the new trees planted in the civic -center and to notice that this is the season when the flowers and trees are in bloom. MAYOR'S REPORTS 1) APPOINTMENT OF REGIONAL LIBRARY COUNCIL REPRESENTATIVE Mayor Bacon suggested Kay Ragan as.the liaison to the Kay Ragan appointed to Library`C.ouncil. Motion.by Chappell, seconded by Shearer, Library Council and unanimously carried to approve the appointment. 2) 'APPOINTMENT'OF,WASTE MANAGEMENT ADVISORY COMMITTEE MEMBER Mayor Bacon initiated a discussion of changing the com- mittee ,.to,a commssion.and increasing the number of member: • Waste Management Advisory from"five,to seven'.- He.spoke of increasing the proposed Commission commiss on"s responsibilities. Motion by Manners, seconded..by. Shearer to.direct the City Attorney and staff to'draft an'.0dinance to create the Waste Management Advisory Commission and increase the members to seven. Council commented'('?n eliminating the word "transition" from the origYnal- name -of the group. Motion by Chappell, seconded, by Shearer, to amend the motion to retain the word and call the group "Transition Waste Management Commission."
