ADJOURNED REGULAR MEETING OF THE CITY COUNCIL
CITY OF WEST COVINA, CALIFORNIA
April, 17, 1984
The adjourned regular meeting of the City Council of the City of West Covina was
called to order at 7:30 PM by Mayor Chappell in the City Hall Council Chambers,
1444 W. Garvey Avenue, West Covina, California. The Pledge of Allegiance was
led by Mayor Chappell.

I ADOPTION OF RESOLUTION - CERTIFICATE OF'CANVASS OF GENERAL MUNICIPAL ELECTION
OF APRIL 10. 1984.
Council reviewed staff's report.
City Manager presented:
RESOLUTION NO. 684A - A RESOLUTION.OF THE CITY COUNCIL
Resolution 684A - OF THE CITY OF'WEST COVINA, CALIFORNIA, RECITING THE FACT
April 10 election results OF THE GENERAL MUNICIPAL ELECTION HELD IN.SAID CITY ON
APRIL 10, 1984, DECLARING THE RESULT THEREOF AND SUCH
OTHER MATTERS AS PROVIDED BY LAW
Motion by Shearer, seconded by Tice, and unanimgusly
carried to waive further reading of the resolution and to
adopt.
II OATH OF OFFICE FOR NEWLY ELECTED CITY OFFICIALS
Mayor Chappell introduced Judge Baldanado of the Superior
Court who administered the Oaths of Office to reelected
Oaths of Office City Clerk Helene M. Mooney, reelected City Treasurer
Yvonne Calmes, reelected City Councilmembers Kenneth I.
Chappell and Forest Tennant, and'newly. elected City.::

Presentation to Mayor Chappell asked Councilmember Tice to step to the.
Herb Tice podium to receive a permaplaqued Resolution of Commendation.
Councilmember Tice served nine years on the City Council
and previous to that, seven years on the Personnel Commis-
sion. Mayor Chappell noted Mr. Tice's activities and
accomplishments during his tenure on the Council.
Councilmember Tice commented on .reaching his goals as a
member of the City Council. He noted that those accom-
plishments would not have come about without the support
of the other councilmembers.'He felt the City's approach
to redevelopment would keep the City in the black.
He hoped the future would.bring better relations with
the press. He commended City staff as being top-notch
and noted that he would miss the contact with staff as
well as the Council.
Councilmember Tice received a standing ovation as
he left the Council table and relinquished his seat to
the incoming Councilmember.

Mayor Chappell invited Nancy Manners to come forward and
take her seat at the Council table, amidst a round of
•
applause.
REORGANIZATION OF CITY COUNCIL
City Clerk.Mooney conducted the election of Mayor.
Councilmember Tennant nominated Robert L. Bacon as

mayor. The nomination was seconded by Chappell. As there
elected as Mayor
were no other nominations, City Clerk Mooney closed nomi-
nations and asked for a motion.
Motion by Shearer, seconded by Tennant, and unanimously
carried to elect.Robert L. Bacon as Mayor: of West Covina.
Mayor Bacon conducted the election for Mayor Pro Tem.
Councilmember Chappell nominated Forest.Tennant for

mayor. pro tem. The nomination was seconded by Shearer.
elected as Mayor Pro Tem
As there were no other nominations, Mayor Bacon closed
the nominations for mayor pro tem.and asked for a motion.
Motion by Chappell,. seconded by Shearer, and unanimously
carried to elect Forest Tennnant as Mayor Pro Tem of West
Covina:
Designating an Alternate to L.A. County Sanitation District
Board
Chappell appointed as
Motion by Tennant, seconded by Shearer, and unanimously
alternate to Sanitation
carried to appoint Councilmember Chappell as the Alternate
Board
to the Los Angeles County Sanitation District Board.
COUNCIL COMMENTS
Ma or.Bacon presented, the gavel to Past Mayor Chappell with

Mayor Bacon outlined a five -point plan to complete during
his mayorship. Briefly, the plan encompasses:
Mayor Bacon -
1) Communication with citizens -.informal neighborhood
five -point plan
meetings with individual councilmembers and citywide
newsletter
2) Expand the Neighborhood Watch Program to include
half of the City, implement ,a two-tier paramedic
program, expand the Police'and Communications
facility ;_;
3)' Continue and finalize property maintenance:.issue
4) Continue present efforts concerning the landfill
5) Proceed with the economic development in West Covina
to achieve a•,balanced community to keep the city
as fiscally responsible as possible.
After council congratulatory comments by the remainder of
Council,•the new mayor requested a motion of adjournment.
ADJOURNMENT
Motion by Chappell, seconded by Tennant, and unanimously
carried to adjourn the meeting at 8:25 PM.
