Chappell in the City Hall Council Chambers, 1444 W. Garvey Avenue, West Covina, California. The Pledge of Allegiance was led by Mayor Chappell and.the invocation was given by Rabbi Elisha Nattiv of Temple Shalom. Mayor CWappell.presented a proclamation proclaiming April 23 through April 30, 1984, as GFWC_CALIFORNIA JUNIORS WEEK to Vicky•Lobato, president of the Junior Women's Club of West Covina. Motion carried by roll call vote: AYES: Tice, Tennant, Shearer; Bacon, Chappell NOES: None Chrismas Right spoke in opposition to the ABC Application filed by Safeway Stores. Mr. Right was referred to the Alcoholic Beverage Commission to protest the application. Irvin.Kanarek.opposed Council's procedure in denying claims. City -Attorney Lennard outlined State law applicable to general law cities. Fred Burkhardt requested Council delay a decision for 30 days on the matter of arts and craft shows held weekly in the park so the Chamber of Commerce could review and offer an opinion. Nancy Zona, Edna Waters, Anna Myers addressed Council favoring the concept.of'a weekly arts and craft show at Cameron Park. After several questions by Council, motion by -..Tice., seconded by -Bacon',, and carried unanimously to refer the matter to the Recreation and Parks Commission -to determine the appropriate- ness of the use in a local City park. The Commission to report back.to Council. Motion by Shearer, seconded by Tice, and unanimously carried to approve the recommendations for the items removed for separate .consideration. 1) _ZONE CHANGE.NO. 578 329-333 NORTH SUNSET AVENUE City Clerk Mooney verified the affidavits of mailing and publication. Mayor Chappell.opened the hearing and Planning Director Curtis presented the staff report. Mayor Chappell asked for comments favoring the zone change. Oshiro) Motion by Tice, seconded by Bacon, and unanimously car- ried to waive further reading of the ordinance. Motion by - Tice, seconded by Bacon, and unanimously carried to intro- duce the ordinance. 2) AMENDMENT NO. 170 - MASSAGE PARLORS City Clerk Mooney verified the affidavit of publication. Amendment No. 170 Mayor Chappell.opened the hearing and Planning Director Massage Parlors Curtis presented the staff report. City Attorney Lennard stated that the -pro ordinances places more restrictions ,.posed on massage parlors and bathhouses than currently exists. It was also noted that 'provisions regarding paraphernalia • could be addressed under the UUP process. The City Council re- convened at 8:57 PM. CITY MANAGER Legislative advocacy program LEGISLATIVE ADVOCACY PROGRAM Council reviewed staff's report. Motion by Bacon, seconded by Shearer, and unanimously car- ried to reaffirm the City's legislative _advocacy program. APPROVAL OF DEMANDS Motion by Bacon, seconded by Shearer to approve Demands totaling $993,381.73 as listed on -check registers FI 59743 through 60042. Motion carried by roll call vote: AYES: Tice, Tennant, Shearer, Bacon, Chappell NOES: None ORAL COMMUNICATIONS Jean Arneson, Donna Beth Street, felt the alleged radioactive Jean Arneson dumping was handled in a less than satisfactory manner. • Leslie Cook, 2724 Miranda Street, complained about the Leslie Cook campaign literature sent out by the BKK committee and responded to.the allegations stated therein. Council stated that they have no control over independent groups active in campaign issues and if the statements in the literature were false, then .the FPPC would be the proper agency to contact with a complaint. MAYOR'S REPORTS Mayor Chappell proclaimed the following: CALIFORNIA CHILD ABUSE PREVENTION MONTH - April, 1984 VICTIM RIGHTS.WEEK - April 17-23, 1984 Motion by Shearer, seconded by Bacon, and unanimously carried. Howard Haile. to direct staff to prepare a resolution of commendation for Howard Haile who is retiring from 37 years of service with the Los Angeles County Flood Control District. COUNCILMEMBERS' REPORTS Councilmember Tice commended the candidates of the April -'10 municipal election for addressing the many issues facing West Covina. Councilmember Tennant noted that the last four years had been full of accomplishments and productivity. Councilmember Shearer also felt the campaigns conducted by • the candidates had been generally positive. Mayor Pro'Tem Bacon expressed good wishes to the incum- bents running for reelection.
