.ADJOURNED REGULAR MEETING.OF THE CITY COUNCIL
CITY OF,WEST COVINA, CALIFORNIA.
February 21, 1984
The adjourned regular meeting of the City Council was.called to order by
Mayor Chappell at 6:30 PM in the Management Resource Center at City Hall,
1444 W. Garvey Avenue, West Covina, California. Mayor Chappell led the
Pledge of Allegiance.
ROLL CALL Mayor Chappell, Mayor Pro Tem Bacon, Councilmembers Shearer,
Tennant, Tice
Others Present: Fast, Koniarsky, Eliot, Meacham, Miller, Thomas, Volmert,
Southard, Pryor, Markham, Berry
1984-85 BUDGET OVERVIEW City Manager Fast began the third annual preliminary
budget meeting by reviewing budget policies previously
set forth by the City Council. He noted that staff would

over the approved/amended 1983-84_budget. The 1984-85
revenue.prediction total $26.7 million, a 10%.increase
over the 1983-84 budget.
Mr. Fast discussed the,..Operating'Budget and Capital
Improvement Program in relation to discretionary -1983--84�
revenues- -vs. projected figures for 1984-85, 1985-86, and
1986-87.
He noted that staff has been working on the feasibility
of a two-year Capital Improvement Program and would probably
present Council with such a'recommendation in the future.
A listing of approved 1983-84 funding to outside agencies
was presented to Council' for review and comment.
Mr. Fast concluded,the presentation by asking for any
redirection on Council policies.or priorities.
Council discussion Council discussed contingency funds, the format of the
prediction budget, and possible future community programs
that would-impact,the.budget.
OTHER MATTERS Mr. Fast. -stated that a decision regarding bingo at the
Sen`idr Citizen Center would be forthcoming from the City
Attorne.y."
