The following comments were made by Council. Councilman Tennant wanted the Police Building.& Communi- funding question settled before moving ahead with the cations Building - project. Mayor Pro Tem Bacon stated any delay would plans & specs approved increase costs. Councilman Shearer noted that the City was not obligated to award the contract if the funding was not available. Mayor Chappell said the facilities are in need of updating to meet the needs of the com- munity. Motion by Bacon, seconded by Shearer to approve the plans and specifications for the construction of•a new Communications building and expansion of the Police building; and authorize staff to solicit construction bids for Project GP-84301 pursuant to approved plans and specifications. Mr. Gilbert commended the City Attorney. Jack Stinson, 320 S. He was also concerned about the Sheraton Villa Retirement Home.lacking small items of convenience for the, patient's, such as outside Phone. Community Services Director Miller answered that two actions are currently underway: a) Assemblywoman Tanner is commencing an investigation, and b) the Department of Health:Services is also investigating the matter. Mayor Chappell proclaimed EARTHQUAKE AWARENESS WEEK - February 4 through 10, 1984. In response to comments made earlier by Mr. Gilbert, Councilmember Tennant defended his comments published in the Tribune.- Councilmember Shearer expressed disappointment with learning Councilmember Tennant's views on City matters and the City Attorney through a neo7spaper article. He felt.the proper forum to discuss such matters is the Council meeting. He added that the City Attorney is an outstanding attorney. Councilmember Shearer encouraged the use of 9-1-1 in emerg'encie.s-and .described how the program works. Mayor Pro Tem Bacon echoed the remarks of Shearer And felt the City Attorney was top flight. He also mentioned that Southern California Edison is proposing a 50% rate increase for lifeline services. Motion by Bacon, seconded. by Shearer, and unanimously carried to direct staff to review and report back to Council regarding future actions. Mayor Chappell also feels the law firm is excellent. He noted that Shearer would replace Tice on the Solid Waste Management Committee of Los Angeles County. The "council "congratulated"`Councilmember-.,. Tennant for being installed as President of the Independent Cities Assocation. Mayor Chappell called a recess at 9:58 PM for the purpose of holding a closed session to discuss litigation matters.
