• The ,adjourned regular meeting of the City Council. of the City.of West Covina was
called to order by Mayor Chappell in Room 315 of City Hall, located at 1444 W.
Garvey Avenue, West -Covina, California. Mayor Chappell led the Pledge of Allegiance.

CHAMBER OF COMMERCE MID -YEAR REPORT
Ralph Bennett and.Fred Burkhardt of the West Covina Chamber
of Commerce presented the mid -year Chamber. of Commerce
Mid -year Report report.

MAINTENANCE OF YARDS IN RESIDENTI.A.L ZONES
Community Services Director Mike Miller.pr.eseni.ed the staff
report with slides of worse -case examples of the problems
• in tlne cominunity.
Council comments supported the approach toward voluntary
compliance before advp ncing to a citation enforcement_ pro-
gram. 'The- concept of ':'property out of harmony with sur-
rounding propert`ies'" •was favored, rather than using the
connotation of aesthetics when interpreting the Code.
ti Mr..Miller stated'th6i,next step would be to authorize
the .Planning Commission to proceed with Code amendments
through the public hearing process. Staff .was encouraged
to move' ahead.
CIVIC CENTER EXPANSION FUNDING
Introductory statements by City Manager Fast briefly OU t-
lining, the;history of the project preceded the staff report
by Leonard Eliot.
.: Mr El io t . .stated that staff had reviewed various
alternative financing arrangements with bond consultants,
underwriters and bond attorneys to accomplish certain
capital. improvements primarily within the Public Safety

and several minor modifications to City Rall. was
at $3.1 million dollars.
Mr. Eliot said there were two viable approaches !-he.
City could take., One was a direct financini; c.f thy.
$3,100,000 in proposed improvements through the Counr_y oF:
Los Angeles - City of West Covina Civi- Center Autthority.
The second ap.pr.oach would entail selling,, the City Hall com-
plex to the Rede.vel.opment Agency. The Redevelopment Agency
would issue a total. of $36, 330, 00 in Certificates of Par. ti-
cipation to cover the appraised value of City hall ($26
million dollars), the $3.1 million dollar cost of improve-
ments, and the amount of moIIies necessary for various
reserve funds. This method of financing would also pay the
annual lease_ pavments of $300,000 to.the Civic Center
Authority from the City.

Council discussion After several questions by Council., Mayor Pro Tem Bacon
felt the project was worth pursuing,because 1) the capital
improvements were very much needed.,and 2.) no extra taxes
• to the citizens.
Motion by Tennant, seconded by Shearer to direct staff
to move forward with the necessary analysis of the possibil-
ity of financing through the use'of sale and lease back
utilizing the Redevelopment Agency and report back to Council
for further review. Motion carried by roll,call vote:
AYES: Tennant, Shearer, Bacon, Chappell

of conducting A closed session to discuss personnel matters.

OTHER MATTERS Mayor Chappell gave a brief rundown of the League of
California Cities Board meeting re financing to the City.
He said that the chances were good for a bipartisan agree-
ment.on income to cities which would be more of a permanent
nature than in the past.
ADJOURNMENT Motion by Tennant, seconded by Bacon, and unanimously car-
ried to adjourn the meeting at 8:05 PM.
