REGULAR MEETING OF THE•CITY COUNCIL
January 23,. 1984
• The regular meeting of the City Council of the City ofWest Covina was called to
order by Mayor Chappell at 7:30 PM in the City Hall Council Chambers, 1444 W.
Garvey Avenue, West Covina, California. The Pledge of Allegiance was led by
Mayor Chappell and the invocation was given by Father Ray Smith of St. Martha's
Episcopal Church.

APPROVAL OF MINUTES Motion by Tice, seconded by Bacon, and unanimously carried
to approve the minutes of the regular meeting held December
12, 1983, and the regular meeting of January.9, 1984.
PRESENTATIONS Mayor Chappell presented a Certificate of Commendation to
Ronald Dean Evans for twenty-five years as a Reserve Police
Ronald Dean Evans Officer for the City of West Covina.
Mayor Pro Tem Bacon presented each councilmember with a
Mayor Pro Tem Bacon colored and framed copy of the cartoon caricature that had
appeared in the San Gabriel Valley Daily Tribune depicting
• the council deliberating on a particular matter.

adjustments for each of the subsequent two years in

Mayor Chappell.asked for comments opposing the amend-
ment. As no one addressed Council, Mayor.Chappell closed

Council expressed concern regarding property rights,
intent of ordinance, converted buses vs. RV's.
Motion by Shearer, seconded by Tice to concur with
Planning Commission's 'decision to deny Amendment No.
189, thereby not prohibiting the parking and/or storage
of converted buses on residential properties. Motion

Jean Arneson, 1116 Donna Beth, spoke in reference to an
article in the newspaper that stated BKK had accepted
radioactive.drums.
City Attorney Lennard reminded the audience that the
City has beenpreempted in the control of the landfill.
Councilmember Shearer noted that allegations had been
made as'to the radioactivity of the drums but there is no
proof at the present time.

Board of Supervisors demanding the County Health Depart-
ment investigate the health implications from the recent
information of the radioactive drums at the landfill.
Copies of the letter to be sent to the Environmental
Protection Agency, State Department of Health, Assembly-

the Senior Citizens Center.
