SPECIAL MEETING OF THE
CITY COUNCIL OF WEST COVINA
January 20, 1984
The special meeting of. the City Council of the City of West Covina.was called
to order by Mayor
Chappell at 6:30 PM in the. City Hall Council Chambers, 1444
W.' Garvey Avenue,
West Covina, California. Mayor Chappell led the Pledge of
Allegiance.

LABOR RELATIONS HEARING:WEST' COVINA FIRE4AN''S ASSOCIATION
Mayor Chappell opened'. the Labor Relations Hearing and
Opening Statements
noted` that Council had-' reviewed the written materials
submitted by both.the West Covina Fireman's Association
and the City.
Ass.istaiit City'Attorney Kane explained that the Fire-
man's Association and the City had negotiated and reached
final positions which were not in harmony. That impasse
necessitated the labor relations hearing. Kane then
.outlined, the .procedures to be! used during the hearing.
Fire Association
Paul Barrett, consultant to the Fireman's Association,

presented the issues of concern:•to''the Association. He pre-
sented documentation. of an updated version of cost/salary
computations that had been previously included in Council's
packet.
Mr. Barrett :no the impasse issues were:
a) Salaries, across the board
b) Salary adjustments for two positions:
Fire Fng ineer
Fire Captain
c) Emergency Medical Training Compensation
d) Retirees on Medical Plan - Retroactive

City Presentation
Mr. Barrett cited the Fireman's Association reasons for
not accepting the City's final offer: 15% workload in-
crease due to initial action response agreement with the
County of Los Angeles; percentage of time of paramedic
availability was discussed. Hazards to the firemen have
increased proportionately with the increase of work with
no recognition; and lastly, the meet and confer process -
itself . He said he agreed with the data compiled by the
City, but disagreed with the choice of cities used in
the survey data.
After answering -Council questions, Mr. Barrett said
that the association is most concerned with salary com-
pensation and secondly, classification adjustments.'
Nick Nochols, Labor Relations Advisor to; the - ..
City f- West .Covi,na, addressed the process of meet
andconfer, , for clarification. He explained the method
used in selecting cities for comparisons.
Mr.,Nichols stated the impasse issues from the City's
perspective. He said the entire package proposed by the
Fireman's Association amounted to an 8.5% increase' and
the City"s,, package amounted to a '6% increase.

During hispresentation, Mr. Nichols noted that the City
pays for the Emergency Medical Training, the'3% pay in—
crease offered by the City is• above the last consumer
price index (the Association wanted 4%), and then explained
classification establishment.
Council asked questions of Mr. Nichols. He stated
that. in monetary amounts, the City's package amounted to
$160, 000 and the Association's_ package amounted to
$ 200,•000.
Rebuttal
Paul Barrett addressed Council in rebuttal to the
statement made by Mr. Nichols., He felt that the package
amounted to $180,000 rather than $200,000.
Mayor Chappell stated that the Council would consider
Mr. Barrett's disagreement regarding the City figures.
Hearing closed -
Mayor Chappell closed 'the hearing at 7:45 PM. He then
recessed the City Council to conduct a closed session.
Closed Session
Council reconvened at 7:57 PM with all members of the
Council present..
The councilmembers commented on the issue at hand'.
Motion by Shearer,: seconded by Chappell to -accept
the recommendations of the City. Motion carried by roll
call vote:
AYES: Tice, Tennant, -Shearer, Bacon, ,Chappell
NOES: None
ADJOURNMENT Motion by Shearer, seconded by Chappell, and unanimously
carried to adjourn the meeting at 8:12 PM.
