January 9, 1984 The regular meeting,of the City Council of the.City.of West Covina was called to order by Mayor Chappell at 7:30 PM in the City Hall Council Chambers, 1444 W. Garvey Avenue, West Covina,. California. The Pledge of Allegiance was led by the Mayor and the invocation was given by Rev. Dennis Nelson of Christ Lutheran Church.
