REGULAR MEETING OF THE CITY COUNCIL
CITY OF WEST COIVNA, CALIF.
December 12, 1983
The regular meeting of the City Council of the City of West Covina was called to
order by Mayor Chappell at 7:30 PM in the City Hall Council Chambers, 1444 W.
Garvey Avenue, West Covina, California. The Pledge of Allegiance was led by Mayor
.Chappell and the invocation was given by Mayor Pro Tem. Bacon.

GOOD EARTH RESTAURANT
City Clerk Mooney verified the affidavit of publication
and mailing. Mayor Chappell opened the hearing and
Planning Director Curtis presented the staff report.
Mayor Chappell asked for oral testimony from persons
in favor of. the unclassified use permit. No one
addressed Council. He then asked for comments from
those opposed to the unclassified use permit. As no
one addressed Council, the public testimony portion
of the hearing was closed.
Mayor Pro Tem Bacon stated that he was in favor
of•the project, but that if the parking situation with
the title company is not resolved the Redevelopment
Agency may, at some future time, approach Council to
initiate eminent domain procedings. .
Motion by Tice, seconded by Tennant, and unanimously
carried that the memorandum from the Redevelopment
Agency has been reviewed regarding adequa.te steps being
taken insuring continued reciprocal access and parking
on the subject property. Motion included concurring
with the Planning Commission's decision of November 2,
1983 approving Unclassified Use Permit No. 267.
2) AMENDMENT NO. 188 - INOPERABLE VEHICLES
City Clerk Mooney verified the affidavit of publication.
Mayor Chappell opened the hearing and Planning Director
Curtis presented the staff report.
Mayor Chappell opened the public portion of the
hearing for comments favoring the amendment. The
following persons addressed Council:

2) City Attorney Lennard spoke regarding mobile pet clinics
and specifically a'letter from Pet Prevent -A -Care that
had been -referred to his office for review. He recom-
mended that.letter'be received and filed. He also
clarified that the decision of the Planning Commission,
based on City Attorney opinion, was based on land use
only. The issue between West Covina based veterinarians
vs. mobile.pet clinics was not considered.
Motion by Shearer, seconded by Tice, and unanimously
carried to receive and file the letter submitted by
Pet Prevent -a -Care and the staff report presented at
the November 28, 1983 City Council meeting.
REDEVELOPMENT AGENCY MEETING Mayor Chappell recessed the City Council meeting at
9:36 PM to conduct the Redevelopment -Agency meeting.

City Treasurer Calmes clarified current fees and

until additional information warrants a change.

3) MERITORIOUS PERFORMANCE

carried to approve a $1,000 bonus to a management
employee per the bonus provisions'of the Management and
Confidential Productivity Compensation Plan, Section 3.5
4) DECEMBER 27, 1983 CITY COUNCIL MEETING
City Manager Fast stated that there would be no city
No meeting scheduled for business for Council's consideration; therefore, the
December 27, 1983 December 27 meeting would be adjourned for lack of a
quorum.
5)- City Manager Fast reported on a ballfield lighting
Shadow Oak Park problem at Shadow Oak Park. Fe noted staff was working
ballfield lights with the residents and a report would be forthcoming
to Council at a later council meeting.

ORAL COMMUNICATIONS Mary Lewis, 816 Gaybar Avenue, representative from West
Mary Lewis Covina Beautiful, invited Council to attend the Christmas
West Covina Beautiful Lighting Awards Ceremony scheduled for December 18, 1983,
from 2PM until 4PM at the Palm View Recreation Center.
Beatrice de Uribe,.1121 E. Greenville, spoke favorably
Beatrice de Uribe of.the meritorious performance award. She also congratulated
the Chief of Police in the department's recent drug bust
at the high schools.
Vivian Wood Vivian Wood, 3033 E. Valley Boulevard, spoke in behalf of
Friendly Village mobile the residents at Friendly Village mobile home park. She
home park submitted -petitions signed by the tenants indicating the
amount of.rent increases in the past several years. She
indicated the difficulty the tenants have in paying the
rent .while living;on fixed incomes.
John Lane. John Lane, 303TD'.:,Valley.Blvd. , agreed with previous
