ADJOURNED REGULAR MEETING OF THE CITY COUNCIL.OF WEST.C.OWNA AND PERSONNEL COMMISSION December, •5.; - 1983^ The joint adjourned meeting of the City Council and Personnel'Commission of the City of West Covina was .called 'to, order by'Mayor Chappell at 6:45 PM at the Hungry Tiger Restaurant in West Covina. ROLL CALL City Council: Mayor Chappell, Mayor Pro Tem Bacon, Councilmember Tice Absent: Councilmembers Shearer(excused) and Tennant Personnel Commission: Chairman Dawson, Vice Chairman Lewis, Commissioners Sisson, Shockcor, Watkins Others Present: Fast, Eliot, Thomas, Fry, Berry RESIDENTIAL MORTGAGE REVENUE BONDS (La.Solana Corporation) Assistant City Manager Eliot presented a brief staff report outlining the mortgage bond issue. City Manager Fast presented: Resolution 6790 - RESOLUTION NO. 6790 - A RESOLUTION OF THE CITY COUNCIL selecting a,lending OF THE CITY OF WEST COVINA SELECTING A LENDING INSTITUTION institution TO ORIGINATE AND SERVICE HOME MORTGAGE LOANS • RESOLUTION NO. 6791 - A RESOLUTION OF THE CITY COUNCIL Resolution 6791 - OF THE CITY OF WEST COVINA.AUTHORIZING THE ISSUANCE OF authorizing the issuance $2,900,000 PRINCIPAL AMOUNT OF CITY OF WEST COVINA, of .the $2.9 bond issue CALIFORNIA, 1983 SINGLE FAMILY MORTGAGE REVENUE.BONDS, SUCH BONDS TO BE ISSUED PURSUANT TO A TRUST INDENTURE DATED AS OF THE DATE OF THE BONDS, AUTHORIZING THE SALE OF SUCH BONDS AND AUTHORIZING.THE EXECUTION OF AND APPROVING IMPLEMENTING AGREEMENT, DOCUMENTS AND ACTIONS Motion by Tice, seconded by Bacon, and unanimously carried to waive further reading of the resolutions and to adopt. City Manager Fast presented: Ordinance 1614 - ORDINANCE NO. 1614 - AN ORDINANCE OF THE CITY COUNCIL establishing home OF THE CITY OF 14EST COVINA, CALIFORNIA, RELATING TO THE mortgage financing ESTABLISHMENT OF.A HOME MORTGAGE FINANCING PROGRAM FOR program THE CITY OF WEST COVINA Motion by Bacon, seconded by Tice, and unanimously carried to waive further reading'of the ordinance. Motion by Bacon, seconded. by Tice to adopt the ordinance. Motion carried by roll call vote: AYES: Tice, Bacon, Chappell. NOES: None ABSENT: Tennant, Shearer Recess Mayor Chappell called a recess. at 6:50 PM to commence 00 dinner. The meeting.reconvened at7:55 PM. GENERAL DISCUSSION Personnel -Director Fry commenced a discussion re the City's affirmative action.program. She submitted two charts clari:,fying West,Covina citywide EEO distribution of Affirmative action oecup°ations.1and West Covina city employee EEO distribution of occupations. A work force profile for FY 82/83 pie chart broke down.'the'.work force by ethnic group and by 'sex: • CITY COUNCIL MINUTES December 5, 1983 Page Two Other comments followed regarding 1) the need to collect data on high school graduates in West Covina for possible employment with the City, 2) the attrition rate 'in protective services'departments,..and 3) more. documentation needed by supervisors on disciplinary actions. City Manager Fast spoke about the City's Depart- mental Aid Program in which employees contract with the City regarding education. The program is intended to help bridge career movement from clerical to adminis- trative positions. Mayor Chappell noted the .purpose of the annual meetings between commissions and the City Council. He also pointed out that due to the number of meetings regarding hazardous waste and other issues of importance to the city that councilmembers are involved with, there may be commission meetings when the council liaison can't attend. He asked the chairman to inform Council of particular commission meetings wherein a councilmember is definitely needed, and a councilmember can be appointed to attend if the regular liaison is unavailable. ADJOURNMENT Motion by Schokcar, seconded by Sisson, and unanimously carried to adjourn the Personnel Commission meeting at 8.3 9 P0. .
