November 28, 1983
• The regular meeting .of the City Council.of,the City.of West Covina, California,
was called to order by Mayor Pro Tem.Bacon at 7:30 PM in the Council Chambers
at City Hall, 1444 W. Garvey Avenue, West Covina,. California. The Pledge of
Allegiance .was led by Mayor -Pro Tem Bacon and the..invocation was given by
Robert Burton, Inter -Community Hospital.,

PRESENTATIONS Mayor Pro Tem Bacon presented Certificates of Recognition. -
to each member of the Westsid'e Advisory Committee.
Mayor Pro Tem Bacon presented a-permaplaque Resolution of
• Commendation to the wife of Officer Wr.ede and -another to
his parents. Assemblyman:Bill.Lancaster presented a memorial
resolution to his parents and wife. Chief'.Meacham:: announced
that Officer Wrede's Badge No. 7 would be retired and presented
it to Officer Wrede's wife.
Recess Mayor Pro Tem Bacon called a recess at 7:45 PM. Council re-
convened at 8:50 PM.

MAYOR'S REPORTS In response to Mayor Pro Tem Bacon's comments, motion by

Transition Task Force staff'to report back to council regarding restructuring the
restructuring Transition Task Force.
Mayor Pro Tem Bacon commended staff's.effort on the CATV
process.
COUNCILMEMBERS' REPORTS Councilmember.Tice requested staff to.review the video game
business license fees.
Councilmember Tennant spoke about the "riot" on Lark Ellen.
He requested staff to prepare "a report., including preventative
recommendations.
Closed Session Mayor Pro Tem Bacon called a recess at .8:54 PM to conduct
a closed session to discuss litigation matters. Council
reconvened at 9:18 PM.
ADJOURNMENT Motion by Shearer, seconded by Tice, and unanimously carried
to adjourn the meeting at 9:18 PM to December 5, 1983, 6:30 PM
for a joint dinner meeting with the Personnel Commission at
the Hungry Tiger Restaurant, West Covina.
