REGULAR MEETING OF THE CITY COUNCIL
CITY OF WEST COVINA, CALIFORNIA
November 14; 1983
The regular meeting of the City Council of the City of West Covina was called
to order by Mayor Chappell at 7:30 PM. in the City Hall Council Chambers, 1444
W. Garvey Avenue, West Covina, California. The Pledge of Allegiance was led
by Mayor Chappell and the invocation was given by Pastor. Larry Cole, Community
Presbyterian Church.

Shearer stated that he would be out of town at that
time.
4) DUE PROCESS HEARING FOR ANIMAL CONTROL -
VIOLATION OF LEASH ORDINANCE

violation of leash law carried to.authorize the City Manager to conduct a due
process hearing as expeditiously as possible: regarding

Councilmember .Tennant presented the status of the mobile
home park situation.. He.noted that Independent Cities
Assocation would be hosting an executive committee meeting

carried to approve $800 for the cost of the meeting.
Mayor Pro Tem.Bacon spoke about Southern California
Edison's proposal regarding hydro power plants and urged
Council to adopt a resolution requesting the Federal
government to relicense the Edison Company.

Bacon noted that he had received complaints from the
Valley Boulevard mobile home park regarding proposed
rent increases.
Bacon suggested staff investigate the possibility of
restricting parking during street sweeping times on the
Restricted parking
City's major thoroughfares. He also noted that the
sidewalks on Azusa Avenue between Grenoble and Amar
are covered with dirt.
Mayor Chappell requested staff to look into a $175
charge to .the Elks Lodge allegedly for flying the flag
Elks Lodge
twenty-four hours a.day.
Mayor Chappell.nominated Joseph Chilelli of American
Legion Post 790 for the Humanitarian Award. Motion
by.Chappell',--=seconded by T'ennant,.and unanimously carried
Humanitarian Award
to forward his name to the councilmember on the--evaluationnominee
committee.
