10-24-1983 - Regular Meeting - MinutesM I N U T E S REGULAR MEETING OF THE CITY COUNCIL CITY OF WEST COVINA October 24, 1983 • The regular meeting of the City Council of the City of West Covina was called to order at 7:30 PM by Mayor Chappell in the City Hall Council Chambers, 1444 'W. Garvey Avenue, hest Covina, California. The Pledge of Allegiance was led by Councilmember Tice and the invocation was given by Keith Hubbel of First Baptist Church, West Covina. CONSENT CALENDAR MOTION Motion by Tice, seconded by Bacon to approve all items listed on the Consent Calendar, except those mentioned above. Motion carried by roll call vote: AYES: Tice, Shearer, Bacon, Chappell NOES: None ABSENT: Tennant Louis Gilbert asked what the status of the two written Written Communications communications was regarding the SB 501 Hearing. City Manager Fast.stated that the letters from the DOHS denied the City's request for a SB 501 Hearing, and per council's instructions the City Attorney was preparing documents to file in court regarding the matter. Motion by Shearer, seconded by Bacon to approve staff'E recommendation to refer the letters to the City Attorney. Motion carried by roll call vote: AYES: Tice, Shearer; Bacon, Chappell NOES: None ABSENT: Tennant Traffic Committee Councilmember Shearer felt special signing would be in - Item No. 3 appropriate and moved to adopt staff's recommendation with the modification that the existing sign would remain. Motion died for a lack of a second. After further council discussion, motion by Bacon, seconded by Chappell to refer the matter back to the Traffic.Committee. Motion by Shearer, seconded by Tice, and unani- • PP 81021 mously carried to hold over the award of this project Award held over until until the next regular council meeting of November 14, 11/14/83 1983, to allow staff to further evaluate the bids received. 2) MAINTENANCE OF LANDSCAPING, HARDSCAPING AND SPRINKLER SYSTEMS OF CITYWIDE MEDIANS AND FREEWAY RIGHTS -OF -WAY Council'reviewed staff's report. Landscape Maintenance Motion by Tice,• seconded by Bacon, and unanimously held over until`11/14/83 carried to hold over the award of this project until the next regular council meeting of November 14, 1983, to allow staff more time to evaluate the bids received. PUBLIC WORKS DIVISION 1). NOGALES STREET LANDSCAPING PROJECT - COOPERATIVE AGREEMENT - LOS ANGELES COUNTY Location: Nogales Street, La Puente Road to Amanda Council reviewed Engineer's Report. Cooperative Agreement with Motion by Shearer, seconded by Bacon, and unani- L.A. County at Nogales mously carried to authorize the Mayor and City Clerk to execute a Cooperative Agreement with the County of Los Angeles for the construction oflandscaping im- provements on Nogales Street. • 2) TRANSFER OF MISCELLANEOUS STORM DRAIN 990 TO LOS ANGELES COUNTY FLOOD CONTROL DISTRICT FOR FUTURE OPERA- TION AND MAINTENANCE Location: Azusa Avenue and Amar Road. Council reviewed Engineer's Report. City Attorney presented: RESOLUTION NO. 6776 - A RESOLUTION. OF THE CITY Resolution 6776 - COUNCIL OF THE CITY OF WEST COVINA, CALIFORNIA, RE - storm drain transfer to QUESTING THE BOARD OF SUPERVISORS OF THE LOS ANGELES County of Los Angeles COUNTY FLOOD CONTROL DISTRICT OF THE STATE OF CALIF- ORNIA TO ACCEPT ON BEHALF OF SAID DISTRICT A TRANSFER AND CONVEYANCE OF STORM DRAIN IMPROVEMENTS KNOWN AS MISCELLANEOUS TRANSFER DRAINS IN THE CITY OF WEST COVINA FOR FUTURE OPERATION, MAINTENANCE, REPAIR AND IMPROVEMENT, AND AUTHORIZE THE TRANSFER AND CONVEYANCE THEREOF . Council indicated that procedures regarding notices.to comply -be in- cluded.in the ordinance. Graffiti Abatement Program - Motion by Bacon, seconded by Shearer, and unani- Phase II mously carried to a) approve continued City payment of the cost for removal of.graffiti.in cases of voluntary removal by the property owner, whether they be a commercial or residential owner,-b) authorize the assessment of costs to the property owner or tennant in those cases where involuntary removal of graffiti is necessary, c) direct staff to prepare an ordinance to use the infraction (.citation) method in cases of involuntary abatement of graffiti, d) authorize a program for materials and supplies dona- tions for graffiti abatement. HEARING HEARING OF PUBLIC NECESSITY - ACQUISITION OF STORM DRAIN EASEMENT This hearing was held on October 10, 1983, at which time all public testimony was taken, and the public portion of the testimony was closed. REDEVELOPMENT AGENCY MEETING Mayor Chappell called a recess at 8:15 PM to conduct the Redevelopment Agency meeting. Council reconvened at 8:17 PM. CITY MANAGER 1)- SAN GABRIEL VALLEY ANIMAL CONTROL AUTHORITY JPA AGREEMENT Council reviewed staff's report. S.G.V. Animal Control Motion by Tice, seconded by Bacon, and unanimously JPA carried to approve the. JPA and authorize the Mayor and City Clerk to execute the agreement. 2) RESOLUTION TO REVISE MANAGEMENT AND CONFIDENTIAL/ EXEMPT SALARY RANGES Council reviewed staff's report. Letter from Mrs. Wrede City Manager Fast read a letter from Mrs. Wrede thanking everyone for their support. COUNCILMEMBERS' REPORTS Councilmember Tice stated that he would not be seeking re-election to the City Council in April, 1984% He also requested the meeting be adiourned in honor of the military men who died overseas in Lebanon. Mayor Pro Tem Bacon stated the City should consider instituting a newsletter to the citizens of Vlest Covina to balance the reporting done in the newspapers. He suggested the City impose a 5% tax on commercial adver= tising of newspapers published in West Covina which would cover the cost of the newsletter. • Closed Session Mayor Chappell called a recess at 8:36 p.m. to hold a closed session to discuss personnel matters. Council re- convened at 9:20 p.m. ADJOURNMENT Motion by Tice, seconded by Bacon, and unanimously carried to adiourn the meeting at 9:20 p.m. in honor of the mili- tary men who gave their lives in Lebanon.
