REGULAR CITY COUNCIL MEETING
October 10, 1983
• The regular meeting of the City Council of the City of West Covina was called
to order by Mayor Chappell at 7:30 PM in the City Hall Council Chambers, 1444
W. Garvey Avenue, West Covina. The Pledge of Allegiance was led by Mayor Pro
Tem Bacon and the invocation was given by Councilmember Shearer.

PRESENTATIONS Mayor Chappell proclaimed the week of October 16 through
the 22 as Lupus Awareness Week and presented the procla-
mation to Carolyn Besnyl.
Mayor Chappell proclaimed the month of November as Army -
Navy Special Host City Month and presented the proclama-
tion to Fred Burkhardt.
.' Mayor Chappell presented a Certificate of Recognition to
Mr. Flannigan of Custer Christiansen Mortuaries in
appreciation of their services covering the recent
.' death of a West Covina Police Officer.

Legislation re Mono Basin
Motion by Bacon, seconded by Shearer, and unanimously
National Forest Scenic
carried to support the establishment of the Mono Basin
Area
National Forest Scenic Area substantially as proposed by
HR 1341 (Lehman), adopted..by.the House of.Representatives
and encourage the United States Senate to also quickly
approve this landmark legislation. Motion included
notifying Senators Wilson and Cranston of Council's po-
sition.

Council reviewed'staff's report.
Mayor Chappell stated.the City Manager .would not receive
.a .salary_ increase,, but that effective immediately he
would be given an additional week's vacation. Council
members concurred with the mayor's recommendation and
praised the City Manager for outstanding job performance.

ORAL COMMUNICATIONS Louis Gilbert, 428 Fernwood Street, commented on the letter
under written communications received from the United
Louis Gilbert States Environmental Protection Agency.
Beatrice.de Uribe,.1121 E. Greenville Drive, stated -her
support for all actions taken by Council regarding the
whole BKK.Landfill.issue. She also noted the City was
Beatrice de Uribe getting more,beautiful thanks to'the tree program.
Bill Harper, 2910 Jacqueline Drive, addressed Council re
a signage problem at his place of business on Glendora
Bill Harper Avenue.
Council referred the matter to the City Manager's Office
for follow up and directed staff to withhold enforcement
of sign ordinance until the matter had been investigated
by .staff.
.MAYOR'S REPORTS Mayor Chappell proclaimed the following:

relating to trash pickup in West Covina.
