CITY OF WEST COVINA, CALIFORNIA
JUNE 6, 1983
The Adjourned Regular Meeting of the City Council of the City of West Covina
was called to order at 6:38 p.m. by Mayor Chappell in the Management Resource
Center of City Hall, 1444 West Garvey Avenue, West Covina, California.

Mayor Chappell, Mayor Pro Tem Bacon, Councilmembers
Shearer, Tennant and Tice.
Absent:
None.
Others Present:
Fast, Eliot, Meacham, Southard, Koniarsky, Distelrath,
Yoshino.
CITY MANAGER'S PRESENTATION
OF 983-84 BUDGET
City Manager Fast presented the 1983-84 Recommended
Budget. The Operating Budget is projected to
be approximately $25.8 million. Redevelopment
Agency's budget is estimated at $7.2 million
and the Capital Improvement Program is approxi-
mately $7.9 million. The City Manager proposes
the same level of service delivery with priority

emphasis on public safety, productivity improve-
ments and City planning. The Capital Improvement
Program will utilize approximately $268,000 from
the Federal Jobs Bill to repair streets and curbs
throughout the City. The Budget assumes the loss
of $1.2 million in State subventions. Contingency
funds are utilized to balance the Budget.
After an overview of revenues, the City Manager
presented the proposed expenditures by Department
and then reviewed the Capital Improvement Program
for 1983-84. Comments and questions were addressed
as the Budget was presented. Council requested
additional information on various items prior
to the Public Hearing on the Budget. No action
was taken by the Council on the Budget.
Increasing Doa Licensin
Fees Motion by Bacon, seconded by Chappell to increase
'dog licensing fees from $10 to $15 for whole
dogs and from $5 to $7.50 for spayed or neutered
dogs. Motion carried by voice vote:
AYES: Chappell, Bacon, Shearer, Tennant
NOES: Tice
