ADJOURNED REGULAR MEETING OF THE CITY COUNCIL
CITY OF WEST COVINA, CALIFORNIA
• May 31, 1983
The adjourned regular meeting of the City Council of the City of West Covina was
called to order at 6:31 P.M. in the Management Resource Center, Room 315.
ROLL CALL
Present: Chappell, Bacon, Shearer, Tice
Absent: Tennant
Others Present: Fast, Southard, Pryor, Miller
DISCUSSION WITH TRANSITION TASK FORCE
The City Council and the Community Representatives discussed the
current status and the future directions of the Transition Task
Force. Some of the points covered included: the role of the
Task Force; the assignments that may be given to them; the legal
and technical assistance; and how the Task Force may advise the
City Council.
• Motion by Shearer, seconded by Bacon and unanimously carried to
send a strongly worded, joint City Council and Task Force letter
to the California Department of Health Services, demanding a re -
spouse from them on our questions generated by the April 7 meeting
and requesting that they schedule a meeting in West Covina with the
public to further address the questions.
Motion by Bacon, seconded by Shearer and unanimously carried to
direct staff to report back regarding an expanded role of the Task
Force, an emphasis shift from forum to activist, a system of
communication and the staff support needed to implement the changed
assignment.
SAN GABRIEL VALLEY ANIMAL CONTROL AUTHORITY SHELTER CONTRACT FOR 1983-84
Councilman Shearer discussed the current negotiations between the
San Gabriel Valley Animal Control Authority and the San Gabriel
Valley Humane Society for a new contract. Councilman Shearer
reviewed the cost split between Authority members for the contract
and stated the need for fairness and equity in sharing costs be-
tween cities. The Council also reviewed comparable County Contract
costs for the same service. The Council agreed to allow Councilman
Shearer to negotiate a cost split which is equitable to West Covina.
OTHER MATTERS The City Manager outlined the schedule for the June 3, 1983
• Congressional Small Business Subcommittee hearing. City Attorney
Colin Lennard, Mike Miller, Mayor Chappell, Task Force Citizen
representative Fred Landsberg and Chief Meacham will be the panel
representing the City.
The City Manager shared the community questionnaire which will be
inserted in the summer recreation brochure.
The City Manager introduced Joe Blackstock, reporter for the San
Gabriel Valley Daily Tribune.

• to adjourn the meeting at 8:31 P.M. to June 6, 1983 at 6:30 P.M.
in the Management Resource Center, Room 315 for the Budget Work-
shop.
