REGULAR MEETING OF THE CITY COUNCIL
CITY OF WEST COVINA, CALIF.
May 23., 1983
The regular meeting of the City Council of the City of West Covina was called to
order by Mayor Chappell at 7:30 PM in the City Hall Council Chambers, 1444 W.
Garvey Avenue, West Covina, California. The Pledge of Allegiance was led by
Mayor Pro Tem Bacon and the invocation was given by Councilmember Shearer.

PRESENTATIONS Mayor• Chappell presented Resolutions of Commendation to
• Richard T. Morgan and Kelly B: Perkinson, eighth graders
Resolutions of Commendation who found stolen property valued at over $2700. They
contacted the Police Department and the victim of the
theft was able to recover his property.
National Public Works Mayor Chappell proclaimed National Public Works Week,
Week May 22 through May 28, 1983, and presented the proclamation
to City Engineer Harry Thomas.
Toastmasters International The president and vice president of Toastmasters Inter-
national, West Covina Chapter, presented a resolution and
plaque to the City Council in appreciation of being the
first non -senior citizen group to meet in the Senior
Citizens Center. Mayor Chappell received them in behalf
of the Council, Recreation and Parks Commission, and
the Department of Recreation Services.

Mayor Chappell opened the hearing and the staff report
was given by City Engineer Thomas. City Clerk Mooney
noted that no written objections or protests had been
received.
Mayor Chappell asked if anyone wished to address
Council in opposition to the renewal of the maintenance
district.
Oliver Riggins, 1239 W. Rowland, noted a street
light on the corner of Rowland and Walnuthaven does
not function properly.
There being no others wishing to address Council,
Mayor Chappell closed the public portion of the hearing.
Staff was directed .to forward the information regarding
the malfunctioning street light to the Edison Company.

2) JOBS BILL CDBG FUNDING PROPOSAL
City Clerk Mooney verified the affidavit of publi-
cation. Mayor Chappell opened the hearing and the
staff report was presented by Gus Salazar.
Mayor Chappell asked if anyone wished to address
Council on this matter. The following persons spoke:
Louis Gilbert, 428 Fernwood Street, wondered how
many jobs would this bill provide and felt the city
would lose control if the projects were handled by
outside contractors.
Royall Brown, 2153 Aroma Drive, suggested each pro-
ject be separated and contracted out to"'iiidividual
West Covina'.residents.
As there was no one else interested in addressing
Council, Mayor Chappell closed the public portion of
the hearing and opened council discussion. Council
noted that the city would use the existing competitive
bidding procedure as there would be legal and regula-
tory problems with any other procedure. Since the
Jobs Bill program is nationwide, residents can be
hired elsewhere,if not in West Covina.

1) DISPOSAL OF SURPLUS CITY PROPERTY
Council reviewed staff's report.
Motion by Shearer, seconded by Tennant, and unanimously

at 130 S. Barranca, b) refer appropriate zoning to the
Planning Department, and c) authorize staff to proceed
in accordance with the Government Code for disposal of

• ORAL COMMUNICATIONS
Mayor Chappell stated that he had attended the BKK grand opening
at Chula Vista, which will receive all the toxic wastes from
the San Diego area.
Louis Gilbert
Louis Gilbert, 428 Fernwood Street, invited the City Council
and staff to an art show at the Senior Citizen Center on
Saturday from 9 am to 4 pm. In regards to the Jobs Bill,
he felt there must be something wrong if city employees cannot
perform as well as employees in the private sector.
Joanne Wysocki
Joanne Wysocki, 1006 Kings Avenue, Wilmington, spoke in oppo-
sition to landfills, toxic wastes, and_,.treatment plants.
Stan Turner
Stan Turner, 1309 Parkside Circle, addressed Council repre-
senting Wheels and. Chains Square Dance Club. He was requesting
his group be allowed to dance at the Shadow Oak Park Recreation
Center. Current City policy dictates that 51% of a group's
membership must be city residents and the square dance club
members live in several surrounding cities.
Mayor Chappell closed Oral Communications and Council offered
the following comments.
Mayor Chappell noted that the City employees are excellent
and in regards to the Jobs Bill comment by Gilbert, it isn't
practical to have them handle additional small projects nor
hire employees on short term. basis.
Councilmember Shearer moved and Tennant seconded, unani-
mously carried to refer the square dance club issue to the
Recreation and Parks Commission for review and evaluation.
MAYOR'S REPORTS
Mayor Chappell proclaimed BUDDY POPPY DAYS - May 25-27, 1983
Motion by Tennant, seconded by Bacon, and unanimously carried
to permaplaque a Resolution of Commendation for Beatrice Uribe.

• COUNCILMEMBERS' REPORTS Councilmember Tennant reported on the Independent
Cities Association meeting. He noted that William Hamm,
State legislative anaylst, addressed the group stating
Tennant that bailout funds would not be forthcoming this year or
in the future, that Project Independence is dead, that
Sacramento legislators view city councilmembers with
distain, and that cities throughout the State of Cali-
fornia are not exercising their abilities to use what
funding mechanisms that are available to them.
Tennant noted that the seminar sessions were to
enlighten the association members of various ways that
cities could save money. Of all the suggestions he
heard, he noted that West Covina was doing almost all
the suggested methods.
Shearer Councilmember Shearer reported on Girls State and
Boys State in Sacramento, a program whereby students are
selected to represent their school and go to Sacramento
for a week in relation to running for office at their
respective schools. He suggested that since Council
recognizes outstanding achievements by members of the
community, that the representatives selected to Boys
State and Girls State residing in West Covina also be
recognized. Mayor Chappell concurred and directed
staff to prepare letters for his signature.
• Bacon Mayor Pro Tem Bacon noted that he: -.met with Congress-
man Torres in Washington D.C. who pledged to work toward
solving problems for West Covina.
ADJOURNMENT Motion by Shearer, seconded by Chappell, and unanimously
carried to adjourn the meeting at 9:37 PM to May 31,
1983, at 6:30 PM in the Management Resource Center,
Room 315.
