ADJOURNED REGULAR MEETING OF THE
AND JOINT SESSION WITH
THE CITY OF WEST COVINA PLANNING
May 16, 1983
CITY COUNCIL
COMMISSION
The adjourned regular meeting of the City Council and joint session with the
City of West Covina Planning Commission was called to order at 6:34 P.M. in
the Management Resource Center, Room 315.
ROLL CALL
Present: Mayor Chappell, Mayor Pro Tem Bacon, Members Tennant and Tice
Chairperson Schoonover, Commissioners Adams and Christopher
Absent: Member Shearer
Commissioners Connolly and Smith
Others Present: Eliot, Fowler, Salazar, McClelland, Fast, Miller, Keating,
Sata, Meacham
AFFORDABLE/SENIOR CITIZEN HOUSING
Mike Miller and Gus Salazar presented an overview of issues
relating to senior citizen housing. The Council agreed that
the City should encourage affordable senior citizen housing
regardless of funding source, should consider densities of up
to 40-45 dwelling units per acre for affordable senior citizen
housing; other senior citizen housing developments should be
limited to 20 dwelling units per acre; should consider the
granting of waivers from certain development standards based
on some sliding scale related to percentage of affordable
senior citizen housing provided; should take a primary role
in assuring that affordable units are available on a contin-
uous basis and should consider setting the minimum age limit
for senior citizen housing tenants at 62 years or 55 years
with a physical disability. The City Council agreed that no
changes to the zoning code was necessary for non -senior
citizen housing as such housing did not exhibit a need for
any changes in the development standards.
Planning Commission members agreed with these standards, but
requested that tradeoffs be considered for waivers of conditions.
ADJOURNMENT - PLANNING COMMISSION
Motion by Adams, seconded by Christopher and unanimously carried
to adjourn the Planning Commission meeting at 7:37 P.M.
CIVIC CENTER EXPANSION PLANS
• City Manager Fast and Frank Sata reviewed Police Department
and Communications Building expansion plans and Mr. Fast pre-
sented plans for Council Chamber redesign. The Council agreed
that plans for Chamber improvements, including audio-visual
redesign, should proceed with a'presentation to be made to
Council in October. Mr. Eliot reviewed financing methods.
Motion by Tice, seconded by Tennant and unanimously carried to
have staff explore tax exempt leverage leasing.

FIRE STATION NO. 4
. City Manager Fast and Bill Fowler reported on development and
funding concepts for Fire Station No. 4. It was motioned by
Tice, seconded by Tennant and unanimously carried to direct
staff to return with plans and specifications in six to eight
weeks.
OTHER MATTERS
Councilman Tice announced that he was resigning from the Mid -
Valley Mental Health Council Board. The Mayor appointed Mayor
Pro Tem Bacon to replace him.
Councilmembers discussed the County Older Americans Award
ceremony to take place on Saturday, May 21, 1983, and requested
that a staff member be delegated to take West Covina's nominee,
Edna Stassi, to the ceremony.
Mayor Chappell asked that a Certificate of Recognition be pre-
pared for Tribune reporter Karen Zappe who will be leaving the
Tribune as of May 20, 1983.
ADJOURNMENT Motion by Bacon, seconded by Tennant and unanimously carried
to adjourn the meeting at 8:58 P.M.
