May 9, 1983 • The regular meeting of the City Council of the City of West Covina was called to order at 7:30 PM by Mayor Chappell in the City Hall Council Chambers, 1444 W. Garvey Avenue, West Covina, California. The Pledge of Allegiance was led by Councilmember Tennant and the invocation was given by Rev. James Packer, Moravian Church of Covina. Councilmember Act - 85.return provision Shearer noted that due to conflict of interest, he would abstain from voting on this matter. Council.comments'favored the.r.ecommendati:on and Recreation Needs Assessment Councilmember Tennant requested staff to send him a copy of the questionnaire before its_distributiond. Motion by Tice, seconded by Tennant, and unanimously carried to a) authorize the Mayor to contract with the Center for Applied Research of the Claremont Graduate School .to conduct a recreation needs assessment, and b) approve the appropriation of $15,000 in the Recrea- tion Services FY 83-84 budget to fund this project. Mayor Chappell opened the hearing and City Engineer Thomas presented the staff report. City Clerk Mooney stated - that_no written..objections or.protests had been received. Public Testimony Mayor Chappell asked if there was anyone in the audience who wished to make an oral protest or objection to the method of'collection for the citywide sewer standby and availability charges. Royall Brown Royall Brown, 2153 Aroma Drive, addressed Council regarding the rating breakdown used by the Los Angeles Countjr Sanitation District and urged Council to adopt the same scale.' City Manager Fast Legislation noted a correction to SB 693. The correct senate number is 965. Motion by Shearer, seconded by Tennant, and unani- mously carried to 'support AB 1873 (Seastrand), Hiring Criteria for Persons with High Blood Pressure; AB 101 (Moore), Prevention of Landslides; and oppose SB 965 (Campbell), Landfill Restriction. Motion included authorizing the Mayor and staff to communicate those positions to appropriate persons and agencies. 3) LITIGATION: PENALTIES AND INTEREST ON DELINQUENT PROPERTY TAXES (Refer to Redevelopment Agency Item No. I) Council reviewed staff's report. Council directed the Traffic Committee to review the kinds of traffic restrictions that could be imposed on Azusa Avenue regarding trucks and the landfill.
