REGULAR MEETING OF THE CITY COUNCIL
CITY OF WEST COVINA, CALIF.
May 9, 1983
• The regular meeting of the City Council of the City of West Covina was called
to order at 7:30 PM by Mayor Chappell in the City Hall Council Chambers, 1444
W. Garvey Avenue, West Covina, California. The Pledge of Allegiance was led
by Councilmember Tennant and the invocation was given by Rev. James Packer,
Moravian Church of Covina.

1982 Surface Transportation Council reviewed Engineer's Report. Councilmember
Act - 85.return provision Shearer noted that due to conflict of interest, he
would abstain from voting on this matter.
Motion by Tice, seconded by Tennant, and unani-
mously carried to have the Mayor send a letter urging
the State of California to allocate to the local
agencies the additional Federal Highway Funds avail-
able to the State to meet the 85% return provision
of the Surface Transportation Act of 1982.

Center for Applied Research of the Claremont Graduate
School .to conduct a recreation needs assessment, and
b) approve the appropriation of $15,000 in the Recrea-
tion Services FY 83-84 budget to fund this project.

to the method of'collection for the citywide sewer
standby and availability charges.

Royall Brown, 2153 Aroma Drive, addressed Council
regarding the rating breakdown used by the Los Angeles
Countjr Sanitation District and urged Council to adopt
the same scale.'

CITY MANAGER 1) PROJECT INDEPENDENCE
Council reviewed staff's report.

2) LEGISLATION
Council reviewed staff's report. City Manager Fast
Legislation noted a correction to SB 693. The correct senate
number is 965.
Motion by Shearer, seconded by Tennant, and unani-
mously carried to 'support AB 1873 (Seastrand), Hiring
Criteria for Persons with High Blood Pressure; AB 101
(Moore), Prevention of Landslides; and oppose SB 965
(Campbell), Landfill Restriction. Motion included
authorizing the Mayor and staff to communicate those
positions to appropriate persons and agencies.
3) LITIGATION: PENALTIES AND INTEREST ON DELINQUENT
PROPERTY TAXES

speed limits on Azusa Avenue. He suggested Council limit
trucks to 25mph and drive in the right lard only.
Beatrice Uribe, 1121 E. Greenville Drive, president of
West Covina Beautiful complimented city staff for the
landscaping at City Hall and City Yard.
Council directed the Traffic Committee to review the
kinds of traffic restrictions that could be imposed on
Azusa Avenue regarding trucks and the landfill.
