ADJOURNED REGULAR MEETING
CITY COUNCIL OF THE CITY OF WEST COVINA
March 15, 1983
The adjourned regular meeting of the City Council of West Covina was called to
order by Mayor Tice at 6:45 p.m. in the City Manager's Conference Room of City
Hall, 1444 West Garvey Avenue, West Covina, California.
ROLL CALL
Present: Mayor Tice, Council members Chappell,
Shearer, Bacon
Absent: Councilman Tennant
Others Present: Fast, Southard, Miller
I. Chamber of Commerce Semi -Annual Progress Report on the Business Improvement
Program
President-elect Ralph Bennett highlighted the Chamber's written mid -year
report on Business Improvement Program activities. He discussed the West
Covina retail/business picture and reviewed the program of work and the
achievements of the Chamber. Council reviewed the report and budget and
asked questions regarding the scope of work. Councilman Bacon suggested
that the Heritage Fair be expanded to a regional annual affair.
Motion by Chappell, seconded by Bacon and unanimously carried to receive
and file report.
• II. Other Matters
A. Citizen Survey - The City Manager distributed a copy of a citizen
survey form to be included in the next Recreation brochure. Council
had no problem with the form or questions.
B. Older American Recognition - Motion by Chappell, seconded by Shearer
and unanimously carried to select Edna Stassi as the City's.representative
to the Eighteenth Annual Countywide Older Americans Recognition Day
on Saturday, May 21, 1983, sponsored by the L.A. County Board of Supervisors.
III. Recess
Motion by Tice, seconded by Shearer and unanimously carried to recess
the meeting at 7:17 p.m. and to reconvene at 7:30 p.m. in the Council
Chambers.
IV. Call to Order
Mayor Tice reconvened the City Council and convened the Redevelopment Agency
at 7:30 p.m. to hold a joint. Public Hearing Re Owner Participation Agreement
and final draft EIR--Azusa Avenue between Workman Avenue and Rowland Avenue
(West Covina Village site). Verbatim minutes are on file in City Clerk's
office and are made a part of this document by reference.
• V. Adjournment
Motion by Shearer, seconded by Chappell and unanimously carried to adjourn
the City Council at 9:58 p.m.; and adjourn the Redevelopment Agency at
9:58 p.m. to March 21.at 8:00 p.m.
