02-28-1983 - Regular Meeting - MinutesM I N U T E S REGULAR MEETING CITY COUNCIL OF THE CITY OF WEST COVINA February 28, 1983 The regular meeting of the City Council of the City of West Covina was called to order by Mayor Tice at 7:30 PM in the City Hall Council Chambers, 1444 W. Garvey Avenue, West Covina, California. The Pledge of Allegiance was led by a member of a Neighborhood Girl Scout Group and the invocation was given by Father Bernard Leheny of St. Christopher's Catholic Church. The entire month of March, 1983, was proclaimed as RED CROSS MONTH. The Mayor also proclaimed March 7, 1983, as ARBOR. DAY and presented a proclamation to Beatrice Uribe; president of I -Jest Covina Beautiful. Mayor Tice commented on.a.Tribune.article regarding an emissions study done at the BKK. Landfill by the Department of Health Services. 'He noted the article was premature in that the .City l:ad not yet received the final report by the State Department. City Planager Fast said the report was forthcoming from the State and a public meeting has been tentatively set for mid -March for the Department of Health Services to present the findings and answer questions. REDEVELOPMENT AGENCY;MEETING Mayor Tice called a recess at 7:58 PM in order to convene the Redevelopment Agency meeting. Council reconvened at 8:00 PM. HEARINGS 1) APPEAL OF UNCLASSIFIED USE PERMIT NO. 258 Michel Yacoub - Game Arcade Appeal of UUP 258 This hearing was before the City Council on January 24, 1983, at which time it was continued until this meeting. The staff report was presented by Environmental Ser- Vices Director Miller. Public Testimonv Mayor Tice asked for public testimony, first in sup - None port of the appeal and then in opposition to the appeal. As no one addressed Council in either case, Mayor Tice closed the public portion of the hearing. Council expressed satisfaction with Yacoub's revised plans and called for the reading of the resolution. City Attorney presented: Resolution 6672 - RESOLUTION NO. 6672'- A RESOLUTION OF THE CITY COUNCIL approving UUP 258 OF THE CITY OF WEST COVINA, CALIFORNIA, APPROVING UNCLAS- SIFIED USE PERMIT NO. 258 FOR. Mayor Tice opened the hearing and City Treasurer Calmes presented the staff report. Public_ Testimony Mayor Tice asked for public testimony in favor of the None subject matter and no one addressed Council -He then asked for testimony from those i}i opposition. As no one addressed Council, Mayor Tice closed the public portion of the hearing. 6 - • • • CITY COUNCIL MINUTES Classic Limousine (cont) Resolution 6673 - additonal vehicle for Classic Limousine Service and increase in rates CITY MANAGER. l) Legislation February 28, 1983 Page Seven Council approved the request of Classic Limousine Service to increase its rates, add one additional vehicle to its services subject to all standard requirements, and called for the reading of the resolution. LEGISLATION Council reviewed staff's report. Motion by Shearer, seconded by Chappell, and unani- mously carried to adopt the recommended positions on current legislation and authorize the Mayor and City staff to communicate the Council's positions to approp- riate officials. March 15 adjourned, 2) City Manager Fast suggested Council convene.the scheduled regular meeting March 15th adjourned regular meeting at 6:45 PM in order to receive the Chamber.of Commerce's semi-annual report on the business improvement program. Council agreed with the suggestion. 3) City Manager Fast noted that the city recieved two pro- CATV proposals posals regarding CATV: one submitted by Falcon Cable Television and the other from United Cable Television. It was suggested the time allotment for review of the proposals be s;hor1ened:as there were only two proposals submitted. Fast noted that staff would be meeting with the consultant to try to expedite the evaluation process and would report back to Council. APPROVAL OF DEMANDS ORAL COMMUNICATIONS Louis Gilbert MAYOR'S REPORTS Motion by Chappell, seconded by Shearer to approve Demands totaling $991,650.29 as listed on check registers FI 50631 through FI 50634. Motion carried by roll call vote: AYES: Bacon, Shearer, Chappell, Tice NOES: None ABSENT: Tennant .Louis Gilbert, 428,Fernwood Street, commented on an article in the paper regarding the emission study at BKK Landfill by the State Department of Health Services and the task force. Oliver Riggins, 1239 Rowland Avenue, remarked on the latest - task force meeting. Mayor Pro Tem Chappell commented about an article in one of the local papers regarding his preference for cola rather Chappell than liquor.
