ADJOURNED REGULAR MEETING OF THE CITY COUNCIL
CITY OF WEST COVINA, CALIFORNIA
FEBRUARY 22, 1983
• The adjourned regular meeting of the City Council of the City of West Covina
was called to order by Mayor Tice at 6:10 p.m. in the Management Resource
Center, 1444 West Garvey Avenue.

1983-84 BUDGET OVERVIEW
City Manager Fast presented an overview of the upcoming
fiscal year 1983-84. The current Fiscal Policy Plan
was reviewed with projected changes for 1983-84 noted
and explained; and stated that based upon.current
projections of revenue and expenditures,.the City
would be able to maintain the current level of service
for the next three years. The Council members discussed
this topic and Council decided that two years prior to
the projected depletion of contingency reserves an
evaluation of methods to generate new revenue sources
should be investigated.
. The City Manager highlighted estimated revenue by
fund and provided a rough prediction of expenditures
broken down into the areas of Personnel, Equipment,
and Materials and Services. The City Manager stated
that it was his general feeling that the City has
plateaued out in terms of personnel growth that the
City can economically sustain. The Prediction Budget
included service level improvements to traffic enforce-
ment,,land use planning, property maintenance,
redevelopment and print shop. The City Manager stated
that the recommended budget would be less than the
Prediction Budget following a detailed.review. The
City Manager noted the current and future efforts
to, revitalize certain portions of the City to help
supplement the loss in State subventions which have
become unreliable these past years.
Council discussion ensued regarding the revenue estimates
and prediction expenditures and the relationship to
service level. Council instructed the City Manager to
continue the existing level of service, improve
planning efforts and upgrade quality.
Mayor Tice requested a report outlining the savings
that result due to joint programs with the City of
Covina.
APPROVAL OF PLANNING DIRECTOR
Motion by Shearer, seconded by Chappell, and.unanimously
carried by voice vote to allow the City Manager to
hire a Planning Director effective July 1, 1983.
OPPOSITION OF LEGISLATION
Motion by Bacon, seconded by Tice, and unanimously
carried by voice vote to oppose SB 142 legislation
regarding outdoor advertising by sending a mailgram
to the appropriate legislative body.
ADJOURNMENT Motion by Chappell, seconded by Bacon, and unanimously
carried'by voice vote to adjourn the meeting at 8:00 p.m.
