REGULAR MEETING ,
CITY COUNCIL OF THE CITY OF WEST COVINA
February 14, 1983
• The regular meeting of the City Council of the City of West Covina was called
to order by Mayor Tice at 7:30 PM in the City Hall Council Chambers, 1444 14.
Garvey Avenue, West Covina, California. The Pledge of Allegiance was led by
Councilmember Shearer and the invocation was given by Rabbi Elisha Nattiv of
Temple Shalom, West Covina.

Property Maintenance Motion by Shearer, seconded by Bacon, and unanimously

exclude approval of the property maintenance implementa-
tion schedule. Those approved were:
a). appropriation of $25,000 from Contingency Fund
balances to.fund the contract for graffiti removal,
b) authorize the Mayor to execute an agreement with
the Boys Club of San Gabriel Valley for the removal
of graffiti from private property,
c) appropriation of $5,000 from the Contingency Fund
balances for the temporary clerical assistance
needed for the balance of FY 82/83,
d) authorize staff to analyze City resources for
implementation of property maintenance and develop
recommendations for consideration in the prepara-
tion of the 83/84 budget..

Mayor Tice asked.for testimony .from those favoring

Assad, addressed Council stressing that their main con-
cern is to use the land. They didn't care about a five
foot difference in the survey of the adjourning -properties,

The applicant, Todorovich, reiterated the comments ex-
pressed by the Assads.
In Opposition
Mayor Tice asked for testimony from those opposed to
Joe Michaelson
the appeal. Joe Michaelson, 1500 E. Cameron, adjacent
property owner, expressed his opposition to the Assad.'s
plan to build two additional homes on their lots. Lolly
Lolly Bergman
Bergman, 426 S. Leaf, felt that the applicant's problems
were not shared by any of the other homeowners, but that
a decision by Council in the affirmative would effect
them all.
In Rebuttal
Mrs. Assad noted that they bought the land under the
assumption that they could have horses there. Then
they found out that the property was not zoned for horses.
Consequently they did not move into either house and
•
would like to build an additional house in the back of
the existing homes and use the land in that manner.
Council Discussion
Mayor Tice closed the public portion of the hearing
and Council discussed the matter. Council felt that
since all the properties in the area were long, deep
lots, the area would have to be studied as a whole.
Also, the five foot discrepancy would have to be addressed
Mayor Tice pointed out that there were possible other
options available to the applicants and he directed them
to speak with Environmental Services Director Miller.

Wayne Manning, 831 Montezuma Way, addressed Council re the
West Covina Chamber Singers who had won the sweepstakes
category in the Johnny Mann Choral competition. He asked
for Council's endorsement and support for the group as they
seek funds throughout the City to attend another competition
in Michigan (representing Southern California) scheduled late
in. May. Mayor Tice directed staff to prepare a letter for
his signature indicating Council's support for the group.
Steve Lorincy, 1241 S. Azusa Avenue, requested a clarification
of a 72-hour parking restriction on Azusa Avenue. Mayor Tice
referred the matter to staff.
Mayor Tice presented the State of the City Report.
No reports presented.
Motion by Shearer, seconded by Chappell, and unanimously car-
ried to adjourn the meeting at 10:02 PM to February 22, 1983,
at 6:00 PM in the Management Resource Center.-
