REGULAR MEETING
WEST COVINA CITY COUNCIL
January 24, 1983
The regular meeting of the City Council of the City of West Covina was called
to order at 7:30 PM by Mayor Herb Tice in the City Hall Council Chambers, 1444
W. Garvey Avenue, West Covina, California. The Pledge of Allegiance was led by
Mayor Pro Tem Chappell and the invocation was given by Pastor Bob Graham of
the Faith Community Church.

listed in the Consent Calendar, except Item A -lb. Motion
carried by roll call vote:

Glenn Stern Glenn Stern, 100 S. Vincent Avenue, attorney for WESCO
CABLEVISION stated that his clients would not submit a
proposal because it appeared to them that the City was
opposed to local ownership.
Mayor Tice remarked that this subject -vas scheduled
for discussion later in .the meeting and Council would be
commenting at that time.
Jack Lawrence Jack Lawrence, 1218 Claremont Road, La Verne, addressed
Council as -the Executive vice -President of Temple Beth
Ami. He spoke to the prohibition of newspaper advertising
for bingo games.
Mayor Tice assured Lawrence that the subject matter
would be referred to staff for a report. Mr. Lawrence
would be notified as to when that report would be sub-
mitted to council.
Motion by Chappell, seconded by Shearer, and unanimously
carried to approve staff's recommendation to refer the
END OF ORAL COMM. bingo matter to staff for a report back. to Council.

Mayor Tice called a recess at 7:58 PM to convene the
Redevelopment Agency meeting. Upon its conclusion,
Council reconvened at 8:03 PM.
GAMES OF SKILL OR SCIENCE - Informal Heari
Mayor Tice noted that notices had been sent to video game
owners and a notice published in the newspaper. He then
opened the hearing for public input. The following per-
sons addressed Council,:
. Charles Pine, E1 Monte, noted his average profit from
his video machines. He also stated his preference for
a percentage of the gross receipts, rather than a flat
fee, to cover a., 6rmit charge.
Bill Tarozz;,:, owner of Perino's Liquor Store, expres-
sed his preference for a flat rate fee and talked about
rotation of video games (renting vs. buying the machines).
Steve Pescevic, Temple City, owner of Pudgy's, West
Covina, addressed Council regarding the arcade owner's
view point.
City Attorney Lennard explained the situations where
the taxes paid are based on gross receipts vs. flat fee.

Bill Stevio i Bill Stevio, Redondo Beach, representing Sega
Centers in West Covina, favored a percentage tax.
Others addressing Council were:

Mayor Tice closed the public portion of the hearing and
Council discussion.followed regarding flat fee vs. gross
receipts, current governing laws, profit vs. direct city
costs, effect on local businessmen and the status of the
video game business in general.
Motion by Shearer, seconded by Chappell, and unanimously
carried to refer the matter back to City Attorney and staff
for further review and recommendation for the next regular
Council meeting.

2) WEED ABATEMENT - 1983

City Clerk Mooney verified the affidavit of mailing.
Motion by Chappell, seconded by Shearer, and unanimously
carried to receive and file the affidavit.
City Clerk Mooney stated that no written protests or
objections regarding weed abatement had been received.
Public_ Testimony
Mayor Tice opended the public portion of the hearing
by asking if there was anyone wishing to make an oral
objection or protest.
William Toth, 3117 Eddes Street, discussed his last
year's problem to avoid a recurrence of the same. This
led.to a discussion of the program procedures. Toth
•
was referred to the Fire Department.
Public portion was then closed. 'No council discussion.
Motion by Chappell, seconded by Bacon, and unanimously
carried to order the abatement of weeds and rubbish on
those properties described in Resolution of'Intention No. 6643.

for consideration.

Public —Testimony Harvey Krieger, the applicant's representative, stated
his agreement with staff's recommendation. As there was
Harvey Krieger no one else interested in addressing Council, either in
favor of or in opposition to the matter, Mayor Tice held
the public portion of the hearing.openy.
Motion by Tice, seconded by Chappell, and unanimously
carried to grant the applicant"s request to refer the Precise
Plan back to the Planning Commission for a second consideration
of a revised project proposal addressing and mitigating all
identified issues of concern. Motion included continuing

There was no one interested in addressing Council opposing
the variance, and Mayor Tice closed the public testimony
portion of the hearing. Council discussed the matter at
length.. Councilmember Bacon moved to deny the variance

for a free standing sign, but grant a variance for the
existing sign to increase the maximuml.heigh:t.'.to�forty=two feet.
As Council was in agreement with this, the City Attorney

ORAL COMMUNICATIONS John Gunn, president of WESCO Cable TV, spoke about the
CATV RFP. He felt staff worked very well in clarifying

the RFP, but that the local. ownership was not possible
according to WESCO's MSO attorneys. Therefore, WESCO
was going out of business.
Jim Davis
Jim Davis, 616 N.,Vincent, addressed Council_ re the ordinance
prohibiting inoperable vehicles to be left in front yards.
He feels that the automobiles that he places in his front
yard are on display, are not inoperable, and are placed
on gravel, not grass.
Mr. Davis' matter was referred to staff and City Attorney
for a report back to Council.
Oliver Riggins
Oliver Riggins, 1239 Rowland, complimented the City for

from a Jean Chamberlin re graffiti. He inquired of staff
as to when the graffiti program was to start and that he

City Manager Fast answered his inquiries and noted .a
report is forthcoming by the next regular council meeting.
Councilmember Shearer suggested the restroom requirements
for video arcades be based on users, rather than employees.
Motion by Shearer, seconded by Tice, and unanimously
carried to have staff investigate and report.back.
City Manager Fast was directed to contact Walt Garrison,
L.A. County Sanitation District, re a meeting with
State Capitol representatives regarding hazardous waste.
Closed Session Mayor Tice called a recess at 11:22 PM for the purpose of
holding a closed session to discuss personnel matters.
Council reconvened at 11:34 PM.
ADJOURNMENT Motion by Shearer, seconded by Chappell, and unanimously
carried to adjourn the meeting at 11:35 PM in memory of
Al Martin (r"ayot. of-1a .Puente) and. Charles' Powland' (Council -
member of the City of Industry), who recently passed away.
