REGULAR MEETING
CITY COUNCIL OF WEST COVINA
January 10, 1983
The regular meeting of the City Council of the City of West Covina was called to
order by.Mayor Tice at 7:30 PM in the City Hall Council Chambers, 1444 W. Garvey
Avenue, West Covina." The Pledge of Allegiance was led by Mayor Pro Tem Chappell
and t•he invocation was given by Councilmember Bacan.

APPROVAL OF MINUTES Motion by Chappell, seconded by Shearer, and unanimously
carried to approve the minutes of the regular meeting of
December 13, 1982.
PRESENTATIONS Joyce Adams, City Clerk's Office, received the $100 savings
bond Safety Award for her suggestion for safety improve-
ments to the lookout tower at Galster Park.
Mayor Tice presented the JAYCEE WEEK proclamation to John
• Distelrath commemorating Jaycee's 63rd anniversary.

REDEVELOPMENT AGENCY MEETING. Mayor Tice recessed the City Council meeting at 8:13 PM
to convene the Redevelopment Agency meeting. Council
reconvened at 8:16 PM.
CITY MANAGER 1) POST -PROPOSITION 13 SUBVENTIONS AND STATE AID TO WEST
COVINA
Post -proposition 13 sub Council reviewed staff's report. Council commented on
ventions the findings in the report and encouraged the news-
paper reporters to pick up on the.subject.
Motion by Chappell, seconded by Bacon, and unani-
mously carried to authorize the Mayor and staff to
continue to protest vigorously any bill or any portion
of.any bill which would authorize the State to retain
taxes, fees or reimbursements for taxes originating at
the local level and originally intended to be used by
local governments for local purposes.

Beatrice Uribe, 1121 E. Greenville Drive, addressed Council
as president of West Covina Beautiful inviting them to the
Beatrice Uribe
City's 60th birthday party. to be held at the Elks Lodge on
February 4, 1983, cocktails at 7:00 PM and dinner at 8:00 PM.
Bill Segull
Bill Segull, Redondo Beach, addressed Council as the owner
of Sega Centers re the recent increase in video game annual
fees. He felt the increase from $30 a year to $150 a year
was rather steep.
Charles Pine
Charles Pine, E1 Monte, also addressed Council regarding the
increase in fees.
Karen Packard
Karen Packard, 225 S. Fernwood, asked Council for a clari-
fication of the ordinances regulating the parking of R.V.s
and property maintenance standards.
Louis Gilbert
Louis Gilbert, 428 Fernwood Street, requested Council to
recognize the contributions that the senior citizens have
made to the city.
• Ada Manning
Ada Manning, 2041 Nanette, addressed Council about the
recent BKK workroad on the top of the ridge above her back-
yard.
Colleen Montes
Colleen Montes, 2044 Nanette, spoke about the same above -
mentioned subject.
COUNCIL COMMENTS
Council discussed the issue of the recent increase in video
game fees and felt adequate input from the effected busi-
nesses had not.been received. Therefore, the following
actions were taken by council:

Councilmember Bacon related his success at reducing a rate
increase proposed by the Edison Company at a recent Public
Utilities Commission hearing.
Councilmember Tennant moved to delay the CATV RFP process
by a couple of months. Council discussed the matter and
the motion died for a lack of a second.
Mayor.Pro Tem Chappell noted that Muriels is the new presi-
sent of the Los Angeles Division of the League of California
Cities.
Mayor Tice recessed the Council meeting at 9:03 PM in order
to conduct a closed session. Council reconvened at 9:43 PM.
Motion by Bacon, seconded by Shearer, and unanimously car-
ried to adjourn the meeting at 9:44 PM.
